The City of Long Beach, Department of Health and Human Services is recruiting for one at-will, unclassified full-time Community Program Specialist II to serve as the Grants Assistant in the Public Health Emergency Management (PHEM) Division. Reporting to a Community Program Specialist IV, this position will be responsible for assisting in the fiscal responsibilities and requirements for all Public Health Emergency Management grants and contracts.?This position is located at the PHEM facility, 3861 Worsham Ave, Long Beach CA, 90808.
EXAMPLES OF DUTIES
Creates, reviews, and maintains vendor and subcontractor program files, performance benchmarks, and all relevant reports;
Leads the Health Department UASI grant program fiscal and procurement efforts; Implements purchasing contracts in Munis;
Prepares grant budget documents and reports;
Prepares documents for City Council and City Manager review;
Provides direct support in interpreting local, state, and federal regulations and compliance for grants;
Assists with training and exercise development;
Deals directly with vendors to ensure compliance related to procurement of assets;
Oversees coordination and preparation for the annual grant fiscal audits;
Assists with P-Card procurement; and
Performs other related duties as assigned.
REQUIREMENTS TO FILE
Bachelor’s Degree in Public Administration, or a closely related field (Master’s Degree in Public Administration, or a closely related field may be substituted for up to one (1) year for required experience). Copy of degree or transcripts denoting degree conferment required if qualifying with an academic degree.)
One year of experience providing administrative and financial support to grant funded public health program
Valid motor vehicle operator license. (Required to obtain a California motor vehicle operator license within 6 months if out of state. DMV K4 driver license information report printout required during onboarding for California residents.)?

DESIRABLE QUALIFICATIONS:
Master’s Degree in in Public Administration, or a closely related field.?Copy of degree or transcripts denoting degree conferral required if qualifying for the position with an academic degree or academic credits.?Experience providing support or overseeing emergency preparedness contracts beyond the minimum requirement may be substituted for required education on a year-for-year basis.?
Experience in utilizing National Incident Management System (NIMS), and Federal Emergency Management Administration (FEMA) requirements for disaster and emergency planning.
Ability to work evenings, nights, weekends, and holidays.
Ability to work independently and as part of a team, be flexible, and manage multiple assignments in a dynamic and fast-paced environment.
Ability to work effectively with a wide variety of people and populations by consistently exercising tact, good judgement, and a proactive, problem-solving focused style.
Excellent interpersonal, written, and verbal communication skills.
Ability to de-escalate and resolve conflicts independently and effectively.
Proficiency in the use of computers, including email, internet, and office productivity software (e.g. Microsoft Word, Excel, Outlook, and Powerpoint)
