Under the direction of the Human Resources Manager, the Human Resources Technician performs administrative, professional, and technical work in support the City's human resources management systems, including the areas of recruitment and selection, compensation and classification, employee and labor relations, training, workers' compensation, insurance and benefit programs.

First review of applications will take place August 9, 2021. 

Examples of Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:
  • Assists department staff in the implementation of recruitment plans; develops and posts job bulletins; participates in applicant screening, test administration and candidate referral. 
  • Assists with on-boarding new hires and orientation; explains City policies and procedures, employment benefits; coordinates enrollment in insurance plans; assists employees in resolution of claim disputes with insurance carrier
  • Processes personnel transaction forms (PAFs) into the HR/Payroll system to record new hires or changes to wage, benefit or personal information; maintains individual personnel files and integrity of official file systems.
  • Maintains logs and submits worker's compensation and general liability claims; ensures appropriate forms are completed and procedures are followed; provides human resource liaison to other City staff, claims adjusters and investigators, and insurance agents in the disposition of claims; maintains related files and documentation.
  • Responds to inquiries from the public and other City employees regarding personnel matters. 
  • Provides timely responses to employee inquiries 
  • Processes complex documents according to predetermined but specialized procedures in an accurate and timely fashion.
  • Maintain department filing systems. 
  • Process miscellaneous requests for employment information. 
  • Prepare invoices for payment
  • Keeps the supervisor/manager/department head promptly advised of issues or problems. 
  • Operates a fax machine, copy machine, personal computer to enter and retrieve data; produces professional documents using a variety of software packages.
  • May provide support and assistance in training programs as needed.
  • Performs other related duties as assigned.
     

Minimum & Desirable Qualifications

Knowledge of:  Principles and practices of human resources management, including recruitment and benefits administration. Public sector recruitment, testing and selection practices and procedures. Federal and state laws, rules and regulations relating to employment practices and benefits administration. Business office organization principles, practices, procedures, and office equipment, including business correspondence, record-keeping systems, and office equipment. Operation and functions of personal computer using Windows based software applications.
 
Ability to: Work in a team orientated environment. Communicate clearly, completely, and concisely, both orally and in writing. Maintain confidential records and files. Gather, compile, summarize and evaluate facts and information. Understand and apply laws, regulations, policies, complex rules and procedures. Make sound, independent judgments within established guidelines. Communicate effectively with a variety of personnel and establish/maintain effective working relationships with those encountered during the course of business. Understand and follow verbal and written directions. Work independently. Perform mathematical computations. Operate a personal computer using common business applications, e.g. Microsoft Word and Excel. Use correct English grammar, punctuation and spelling. Ability to speak Spanish is desirable.

Education & Experience: 
Any combination of education, training and/or experience that has provided the knowledge, skills and abilities for necessary successful job performance. 

.A typical way to obtain the knowledge, skills and abilities would be: 
Equivalent to graduation from High School supplemented by college level courses in human resources and/or public administration and at least one year of administrative/technical experience.

Preferred: 
Associate's Degree or higher with municipal/public sector experience
Experience with NeoGov and Eden/Tyler Technologies

Special Requirements:
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record, may be required for some assignments.

SELECTION PROCESS

Initial appointment is contingent upon satisfactory completion of a City paid physical examination, drug screening, background check and verification of U.S. Citizenship or right to work in the United States.  This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens.  The successful candidate will be required to satisfactorily complete a probationary period before being promoted to "regular" status.
