Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Associate Director and Manager for Quality Standards and Facilities, the Analyst for Facility Standards will coordinate, monitor, assess and provide technical assistance on all facility reviews for LAHSA funded program sites. The Analyst, working with LAHSA’s Facilities coordinator, will be responsible for executing the various program and building inspection related services for sites and facilities that receive LAHSA funding to ensure a properly documented and safe environment for homeless services. The analyst will also support the training and implementation of the County adopted Universal Facility Standards for LAHSA. The Analyst will work with the Los Angeles County Department of Public Health - Environmental Health unit to implement Countywide Universal Facility Standards and coordinate joint assessments

Essential Job Functions

  • Conduct field inspections of all LAHSA funded site during various stages of operation, to assure compliance with applicable contractual standards, and respond to facility emergencies.
  • Participate in aspects of funding and contracting processes, and support procurement activities as needed.
  • Works in collaboration with other departments, to ensure accurate and effective monitoring of program facilities, and contract implementation; create review and track performance improvement plans; coordinate with other internal/external departments to ensure issues and concerns that are raised are properly addressed.
  • Read and interpret building plans, specifications, and DPH/Fire Department codes.
  • Coordinate, facilitate, train, and support service providers in post-award activities, in conjunction with LAHSA’s system components departments.
  • Work with agencies to resolve Monitoring findings, concerns, and grievances, as well as improve site and compliance measures to minimize/reduce findings, concerns and grievances.
  • Other duties and special projects as assigned.

Knowledge, Skills & Abilities

  • Demonstrated experience gathering, analyzing data, project coordination and presenting in front of large groups.
  • Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships.
  • Familiarity with the interpretation and application of zoning codes, permits, American Disability Act (ADA) regulations, ordinances, land use, and building & safety codes.
  • Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.
  • Strong organizational skills with a strong attention to detail.
  • Intermediate level of computer software programs specifically, Microsoft Office Suite
  • Ability to simultaneously manage multiple projects and timelines.
  • Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology.
  • Demonstrated ability to work with diverse community and organizational groups.
  • The candidate should know how to create reports using data and project management software.
  • The candidate should know how to develop memos and reports

Training & Experience

  • Bachelor’s Degree, in a related field, however, an equivalent combination of applicable training and experience may be substituted for the education requirement. 
  • A valid driver’s license is required.
  • International Code Council (ICC) as a Commercial Building Inspector is preferred.
  • Experience with Geographic Information Systems (GIS) Experience.
