THE POSITION

Under the direction of the Human Resources Manager, the Human Resources Technician performs sub-professional, technical and analytical work in the administration of the City's personnel management system, including the areas of recruitment and selection, compensation and classification, workers' compensation, insurance and benefit programs, employee training, and employee and labor relations.

IN ORDER TO QUALIFY 

candidates must possess knowledge of: Terminology, methods, techniques, and practices of data collection, report writing, and personnel administration; applicable Federal, State employment laws, rules and regulations; personnel policies and procedures; recruitment and selection, classification and compensation methods and techniques; correct grammar, spelling, punctuation, and modern English usage; modern office practices, procedures and methods; and advanced mathematics and statistical practices. 

A typical combination of experience and education is:   

  • One year of administrative experience.
  • Equivalent to an associate of arts degree supplemented by college level courses in personnel and statistics.
  • Some involvement in a municipal environment is desirable.

THE SELECTION PROCESS

Shall consist of two phases: (If you should need assistance in completing the employment application, or in participating in the selection process, please notify Human Resources prior to the filing deadline.)

Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate's application and supplemental questionnaire.  Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process.

Phase Two - Oral Appraisal Interview:  Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Human Resources Technician.  Eligibility Lists are generally valid for one year.  Once the list is established the Human Resources Division may conduct follow-up assessments.

Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status. All new employees will be fingerprinted as a part of the employment process and a criminal history check will be conducted with the Department of Justice and Federal Bureau of Investigation.
