GENERAL DESCRIPTION: The Planning Analyst (I (Operations Planning) reports to the Planning Analyst III, and is responsible for providing support to the development and analysis of planning efforts for the San Mateo County Transit District (SamTrans). This position provides support with planning studies assigned to the Bus Operations Planning group. The team is responsible for the development and implementation of service alternatives, improvements and innovative projects for near and intermediate service plans in the fixed-route service design/ planning and scheduling of the bus service throughout the San Mateo County.

EXAMPLES OF ESSENTIAL FUNCTIONS:

  • Provide clerical support with planning studies, evaluations, analysis and other exercises for short and long-term Bus Division.
  • Provide support in the preparation of planning documents for short and long term range plans (including data to analyze on-time performance at trip, route, and system levels to recommend service adjustments)
  • Maintain and track project databases and document control (including Hastus scheduling software including the preparation of standard bid and operations documents, such as paddles, frequency reports, route maps, and other interfaces and reports).
  • Assist with creating presentations on Bus Operations Transportation related projects for internal and external stakeholders.
  • Monitor public comments and policies associated with programs and projects in schedule services in Bus Operations.

EXAMPLES OF DUTIES:

  • Conduct research, data collection, data analysis, design review and technical report writing. Work with Operations scheduling staff in the collection and analysis of data (ride checks, maximum load point checks, and on-time performance).
  • Formulate reports using relevant current data and summarize information in technical reports (such as automatic vehicle locator (AVL) data, automatic passenger count (APC) data, etc.)
  • Assist in the preparation of staff reports and public presentations.
  • Update and maintain project databases such Hastus scheduling data, Geo route structures, deadhead links, minimum layover times, destination sign codes, place capacity values, and other key elements of the scheduling process.
  • Assist with design, preparation of visual materials including graphs, charts and maps (such as Run book implementation (bus service changes).
  • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS: Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:

  • Bachelor’s degree in transportation/urban planning, computer science, geography, mathematics, and or other closely related fields.
  • One year of fulltime planning experience in scheduling, service planning, and/or transportation operation
  • Advance-level ability working with spreadsheet programs (i.e. Excel).

PREFERRED QUALIFICATIONS:

  • Experience with graphics software.
  • Experience using Geographic Information System (GIS) software.
