The City of Anaheim Public Utilities Department seeks a highly knowledgeable Part Time SCADA Systems Analyst I or II to perform a variety of professional and technical duties in the administration and maintenance of the Public Utilities SCADA system and network.
 
Candidates must have four years (SCADA Systems Analyst I) or six years (SCADA Systems Analyst II) of increasingly responsible experience in project management, and Linux/Windows system administration, preferably in a public utility environment, supplemented by completion of the twelfth grade and college level course work in computer science, business information systems, electrical engineering, or a related field.  An ideal candidate will have experience with Linux and Windows operating systems, server and workstation hardware, industrial computing platforms, SAN and high capacity disk drive arrays, and knowledge of enterprise wide networking using Cisco network components as well as, cyber security standards, applications, and techniques.  System administration and IT certifications in Linux, Microsoft, CISCO or other network related fields are a plus.
 
The City of Anaheim reserves the option to hire at either Part Time SCADA Systems Analyst I or II level based on candidate qualification and knowledge/skills/abilities demonstrated during the selection process.
  
This is a part-time position usually averaging 30 hours per week.  A minimum number of hours is not guaranteed.
 
DISTINGUISHING CHARACTERISTICS:
The SCADA Systems Analyst II is distinguished from the SCADA Systems Analyst I as employees within the SCADA Systems Analyst II class perform the full range of duties assigned.   Employees at the SCADA Systems Analyst II class receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. 

Essential Functions

The following functions are typical for either SCADA Systems Analyst I or II classifications. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below based on their classification level and to address business needs and changing business practices.
 
Design and recommend standards and procedures for SCADA systems; plan and implement expansions and modifications to the SCADA system; design and test SCADA applications and integration software.
 
Install and upgrade SCADA computer/server components and software, implement and manage virtual servers, and integrate automation processes; responsible for the maintenance, configuration, and reliable operation of SCADA computer systems, network servers, and virtualization.
 
Troubleshoot SCADA hardware and software errors by running diagnostics, documenting problems and resolutions, prioritizing problems, and assessing impact of issues.
 
Provide documentation and technical specifications to IT staff for planning and implementing new or upgrades of IT infrastructure.
 
Perform regular backup operations and implement appropriate processes for data protection, disaster recovery, and failover procedures; responsible for capacity, storage planning, and database performance.
 
Research and recommend new approaches to improve the SCADA IT infrastructure and computer systems.
 
Coordinate activities of system users, service agencies, and vendors.
   
Administer the SCADA and protection data networks to ensure reliability of information provided to the electrical system; maintain all required documentation and projects per NERC, DOE, NIST, and other cyber security regulations and standards.
 
Create complex and detailed applications, scripts, and other programing functions for various SCADA, automation, and Oracle database projects; work with software vendors to develop unique and specific applications to support complex needs of the utility.
 
Administer associated SCADA and other managed systems within Oracle databases; create complex scripts, database programs, and other software programs/applications for maintaining the Oracle databases.
 
Administer and create complex programs for integrating SCADA and other systems with connected computer systems (external and internal to the SCADA network); utilize standard protocols and computer language to create these interfaces using TIBCO enterprise service bus and other point to point type interfaces.
 
Perform project management functions for various department capital projects.
 
Perform related duties and responsibilities as required.

Qualifications

Experience and Education: Four years (SCADA Systems Analyst I) or six years (SCADA Systems Analyst II) of increasingly responsible experience in project management, network administration, and Linux/Windows system administration, preferably in a public utility environment, supplemented by completion of the twelfth grade and college level course work in computer science, business information systems, electrical engineering, or a related field.  An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.  
 
Knowledge of: Systems and networking software, hardware and networking protocols; Linux, Unix, and windows operating systems, programming, and application software; working knowledge of virtualization, VMWare, or equivalent; standard programming languages and protocols, such as Java, C, Perl, Visual Basic, Oracle PL/SQL, and Linux shell scripting;   project management techniques; computer based project management software; fiber-optics technology; working knowledge with firewalls,  networking, routing and switching; pertinent federal, state, and local laws, codes, and regulations; Linux and Windows operating systems, server and workstation hardware, industrial computing platforms, SAN and high capacity disk drive arrays, and knowledge of enterprise wide networking using Cisco network components as well as, cyber security standards, applications, and techniques.
 
Ability to: Work at a high level of professionalism with a wide variety of internal staff and external contract staff; develop sound resolutions to contractual problems or disputes; read, understand, and edit technical manuals and drawings; exercise good judgment; effectively solve problems; analyze a variety of complex information, perform complex calculations, and reach sound conclusions; program network and communication equipment; conduct thorough research; develop complex reports and presentations to high level audiences; understand technical specifications of SCADA and apply towards developing special programs related to SCADA; analyze system requirements against legal and contractual provisions; develop and monitor budgets; use project management software; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
 
License/Certification Required: Possession a valid California Class C Driver's License by date of appointment.
