The City of Oakland is recruiting to fill one Spatial Data Analyst III vacancy in the Department of Information Technology. The incumbent will identify, document, and maintain data elements, user views, and business functions in the data repository; develop and maintain spatial data models; perform all activities related to spatial data analysis; document the results in the data repository; identify and develop spatial data standards; assist in design activities and reviews of end user systems requiring spatial data; and facilitate Joint Application Development sessions in support of spatial data gathering and spatial data analysis. This is an advanced journey level classification.  Incumbents design and maintain graphic databases for City departments.  This classification differs from Spatial Data Administrator in that the latter acts in a supervisory capacity. 

The eligibility list established from this recruitment may be used to fill other vacancies that occur within the City including full-time and permanent part-time positions, if applicable.

Examples of Duties

  • Verify and complete the definition of each data element, both spatial and tabular.
  • Identify intended scale(s) of use, data set boundaries, geographic area, intended scale(s) of use, resolution of spatial data, themes and keywords, synonyms and homonyms among data elements.
  • Verify that all spatial user views identified can be supported by a defined and documented spatial and logical data store.
  • Identify and define logical data stores.
  • Conduct walk-through's and reviews of each spatial and logical data store with applications staff and user staff to verify completeness.
  • Support database administration in the spatial database design effort, using entity relationship diagrams, expected/maximum themes and spatial object occurrences, key data and access path analysis, spatial object counts and data set sizes, expected/maximum data volumes along all access paths, transaction input/output analysis, and data structure diagrams.
  • Assist in the maintenance of spatial data requirements in the data repository in Corporate Information Services.
  • Interview end users and determine their spatial data needs.
  • Assist data administration with training for the end user.
  • Provide assistance and advice to Systems Analysts in the design and integration of spatial data structures with tabular data structures.
  • Perform related duties as assigned.
     

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

Education:
A Bachelor's degree from an accredited college or university in mathematics, computer science, management information systems, electrical engineering, or a related field.
 
Experience:
Four years experience in the analysis and design of medium-to-large scale data processing systems, including at least two years as a Spatial Data Analyst or Spatial Database Designer. Two years experience as a Business Analyst is desirable. Some experience with a data dictionary/repository is preferred.
 
KNOWLEDGE AND ABILITIES  

Knowledge of:
  • Spatial and relational, network, or hierarchal database structures.
  • Data normalization techniques.
  • System design life cycle methodology, preferably "Data Driven."
  • Development of entity relationship diagrams and spatial data models.
  • Data dictionary/repository management for metadata.
  • Problem analysis "particularly spatial".
  • Spatial analysis and design training principles and techniques.
 
Ability to:
  • Conduct a design walk through.
  • Interview end users to obtain their business data requirements.
  • Produce, interpret, and correct data administration reports.
  • Follow oral and written directions.
  • Establish and maintain effective working relationships with those contacted in the performance of required duties.

Supplemental Information

Stage I: The first stage in the selection process will consist of a review of each applicant employment application, and signed supplemental questionnaire for minimum qualifications (weighted pass/fail). Applications submitted without all required materials will not be given further consideration.

Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires.  Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement.  The evaluation of supplemental questions will be weighted 100% of an applicant score (before residency and/or veteran points) and may determine rank on the eligible list.  If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III

Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted 100%)  and that will test the knowledge, skills and abilities listed in the qualifications section.

The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.  

Applicants are required to submit criminal history information upon request after receiving a conditional offer of employment. If the requested information is not furnished in a timely manner, applicants will not qualify for further consideration and will be removed from the eligible list.   

The City of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
