The following functions are typical for these classifications. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
SENIOR ACCOUNTANT
Assist in the development and implementation of goals, objectives, policies, procedures and priorities related to activities of the assigned section; assist in planning, organizing, and participating in the functions and activities of the assigned accounting operations.
Review daily banking activities and maintain cash flow schedules for cash management purposes.
Review and/or conduct daily wire transfers.
Prepare and verify adjusted journal entries for corrected financial reports; review and interpret financial results with narrative explanations, ratio analyses and graphic reports.
Provide complete and accurate financial reports; verify and test financial data; prepare interim financial narrative reports explaining variances with graphics and analysis ratios.
Monitor the posting, balancing and reconciliation of the general ledger and subsidiary accounts; examine all accounting transactions to ensure accuracy; correct financial records as necessary.
Prepare complete, accurate and timely financial statements and reports for management staff, auditors, regulatory agencies and financial institutions.
Prepare adjusting entries for all outstanding City debts; review, analyze and reconcile general ledger accounts.
Assist with month-end and year-end closing accounting functions.
Assist in the preparation of various year-end audit workpapers and financial statements.
Respond to inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
Analyze trust statements for accuracy as set forth in the indenture; audit and reconcile trust statements; establish appropriate accounting records, supporting documentation and ensure accuracy of trustee records.
Conduct checking account reconciliation for accounts payable, payroll, and worker's compensation accounts.
Coordinate Tax Reconciliation Act of 1989 rebate program with outside tax consultants; conduct review of arbitrage calculations to ensure accuracy of consultant's reports.
Prepare draw down request forms from Investment Contract providers; monitor receipt of funds from Investment contracts.
Assist in monitoring and assigning work to staff in assigned section; participate in recommending the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
Review for accuracy, monitor, and coordinate the preparation of invoices for debt service payments and changes with trustee/lending institution; oversee compliance with bond documents and fee schedules.
Prepare and monitor monthly requisitions for disbursements from various construction funds to appropriate trustees; maintain accounting and budget documents for various capital improvement projects; monitor and track budget balances and expenditures.
Prepare cost analysis reports regarding construction funds for various bond funded capital projects; coordinate accounting and financial analysis activities with appropriate City departments.
Review invoices received from vendors; maintain vendor files; assist in resolving inquiries and discrepancies from vendors.
Perform related duties as required.
PRINCIPAL ACCOUNTANT
Plan, prioritize, assign, supervise, and review the work of staff responsible for providing accounting services within an assigned department and/or perform the most complex professional accounting services in centralized accounting or a large/complex department with direct revenue generating and processing responsibilities.
Establish schedules and methods for providing accounting services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.
Review daily banking activities; assist in projecting treasury cash flow for operating cash requirements and for investment purposes.
Monitor Treasury cash pool and bond funds investment activities; reconcile monthly Treasury Investment Portfolio report; performs monthly interest allocation.
Prepare various year-end audit workpapers, supply all supporting schedules and documentation, assist in the preparation of various financial statements; Management Discussion and Analysis (MD&A), Note Disclosure, and Statistical Section, analyze comparative financial variances/ratios and economic trends and prepare narrative explanations for inclusion in the financial reports, and other financial reporting functions as assigned.
Assist in the citywide implementation of required GASB statements.
Prepare updated schedules of bond debt service schedules; analyze and record new debt issuances, perform calculation of all debt related amortization schedules.
Prepare and complete the continuing disclosures reports as required per bond covenants.
Participate in the selection of accounting staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures; prepare detail and summary budget reports and analysis for internal review.

SENIOR ACCOUNTANT
Candidates must possess at least three years of responsible professional accounting experience supplemented by a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, or a related field.
Candidates must possess knowledge of principles and practices of accounting and auditing and their application to a wide variety of accounting transactions and problems; generally accepted accounting principles and procedures; general fund and cash management principles and procedures; grant accounting principles and practices; automated financial management systems; laws regulating public finance and fiscal operations; financial reporting practices as applied to governmental accounting regulations; principles and practices of modern office management procedures; methods and practices of debt service analysis; principles and practices of job costing; principles and practices of financial modeling and data processing; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, rules, codes and ordinances.

PRINCIPAL ACCOUNTANT
Candidates must possess four years of responsible professional accounting experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Candidates must possess knowledge of operations, services, and activities of an accounting program; advanced principles and practices of complex accounting and auditing and their application to a wide variety of accounting transactions and problems; principles of supervision, training, and performance evaluation; basic principles and practices of budget preparation and administration; generally accepted accounting principles and procedures; general fund and cash management principles and procedures; grant accounting principles and practices; automated financial management systems; laws regulating public finance and fiscal operations; advanced financial reporting practices as applied to governmental accounting regulations; advanced methods and practices of debt service analysis; advanced principles and practices of job costing; advanced principles and practices of utilities cash management; bond financing and commercial paper processing; bond rating requirements; principles and practices contract administration; advanced principles and practices of financial modeling and data processing; ordinances and ongoing legal updates pertaining to Mello-Roos and Marks-Roos assessment district formation, financing and administration; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, rules, codes, and ordinances.
