The City of Anaheim Finance Department seeks a dynamic Part Time Business Information Systems Technician I. This position will be assigned to Metro Net Fire and will have the opportunity to experience the challenging and rewarding work of a joint powers authority fire dispatch center, which serves eight agencies in Orange County. Under close supervision, the incumbent will perform a variety of technical systems and related equipment support in the areas of implementation, administration and support for hardware/software; troubleshoot and repairs system problems and provides technical assistance to customers; monitor, install, configure and upgrade hardware/software applications.
 
DISTINGUISHING CHARACTERISTICS:
 
This is the entry level class in the Business Information Systems Technician series. This class typically requires minimum directly related work experience.  Positions in this class are distinguished from the Business Information Systems Technician II by the performance of the more routine tasks and duties assigned. Incumbents work initially under close supervision while learning job tasks, progressing to general supervision as the procedures and processes of the assigned areas of responsibilities are learned.  Advancement to the Business Information Systems Technician II level is based on demonstrated proficiency in performing the full range of assigned duties and is at the discretion of higher-level management staff.
 
This is a part-time position usually averaging 30 hours per week.  A minimum number of hours is not guaranteed.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
 

  • Provides technical support for a variety of automated systems; provides user support on vendor supported systems including application updates, technical troubleshooting and development and maintenance of system documentation; installs and maintains computer components; monitors the day to day operations of automated systems (hardware and software) and network; provides help desk/desk side support.
 
  • Performs, repairs, or reports failures to appropriate sources for resolution and coordinates the repair or replacement; maintains system backups; updates, modifies, and manages directories, files, and programs; provides statistical reports, audits and archives information upon request; maintains system backups; updates, modifies, and manages directories, files, and programs; establishes and maintains user accounts; assists with research projects and provides recommendations.
 
  • Participates in negotiating acceptable issue resolution and required delivery schedules with vendors; reviews new technology to determine feasibility and technical coordination with existing systems; prepares data flow diagrams and process flow analysis for current and new automation to ensure maximum system utilization and tasks assigned to correct work unit.
 
  • Performs routine system support duties such as monitoring or adding users/devices, modifying user profiles, re-setting passwords and performing regular file maintenance; sets up basic user access permissions consistent with policies and procedures; documents all changes and revisions.
 
  • Assesses problems; designs, consults, researches, and develops new computer systems including Mobile Data Computers and Wi-Fi configuration/connectivity.
 
  • Coordinates with application software and computer hardware vendors to ensure continued maintenance and/or facilitate the procurement of software and hardware; meet with personnel to analyze and discuss current application software utilization and plan for new or enhanced hardware/software implementations.
 
  • Prepares technical reports, correspondence and other documents; provides general administrative support that may include maintaining records; attends meetings and training sessions, may serve on project teams.
 
  • Reviews contracts, processes invoices, orders supplies and completes payroll sheets and credit card statements; acts as a liaison for City employees, vendors, and other agencies.
 
  • Performs related duties as required.

Qualifications

Candidates must have one year of technical experience in systems administration related to automated systems supplemented by completion of the twelfth grade and college level course work in computer science, business information systems, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Candidates with knowledge of Power BI and query/report generation are highly desired. 
 
Candidates must have knowledge of operations, services, system design, diagnosing, troubleshooting and maintenance and repair for mobile, desktop computers and activities of a business information system program; application system software design, system application purposes, database configurations and process workflows; principles of wired computers and wireless networks, servers, mobile computers, switches, desktop/laptop computers, video and audio; multiple department databases; CAD/RMS configuration and functionality; information technology systems applicable to a public municipality environment; computer system and network design; information technology principles and systems; research methods and techniques; capabilities and uses of various databases; automation principle, configuration and applications; knowledge of department's policies and procedures; software testing methodologies; documentation and organization of research findings and test results for efficient follow-up and record retention; principles, practices and techniques of automated system project management; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes and regulations.
 
Candidates must demonstrate the ability to communicate clearly and concisely both orally and in writing; effectively communicate technical information to a diverse multi-level audience; apply technical knowledge of client server systems hardware and software in the assistance and support of users; analyze and apply technical knowledge to solve a variety of problems; provide prompt responses and repairs to users; create and maintain department user accounts; identify and relay functional observations to vendor; provide communication between technical and non-technical users to ensure optimal end results; understand user needs and compatible design systems; adapt to changing technologies and learn functionality of new equipment and systems; ability to interpret, communicate and make recommendations; ability to coordinate with application software and computer hardware vendors to ensure continued maintenance, upgrades, and replacements; effectively communicate with technical and non-technical personnel; understand user needs and recommend system modification; establish and maintain effective working relations with those contacted in the course of work; establish working relationships with vendors and contractors; understand and later disseminate information; support users; manage aspects and assignments of a system upgrade or installation project; effectively apply technical knowledge of automated systems hardware and software in the assistance and support of users; understand users' needs and recommend system modifications compatible with environment, prepare documents for system modifications;  install, debug and resolve software and application problems; and establish and maintain effective working relationships with those contacted in the course of work.
