We’re looking for a talented HR Analyst who will help us implement new programs, streamline processes and build relationships with our workforce. The HR Analyst will perform management-level work, including research, statistical, and analytical work in areas such as recruitment and selection, labor and employee relations, personnel investigations, training and development, classification and compensation, and employee engagement initiatives. The position also participates in providing HR-related support to the Payroll Division of our Finance Department. Our HR Director will mentor, support and help you succeed.

Minimum requirements:

  • Bachelor’s degree in public administration, HR, or a related field;
    • A relevant Master’s degree is highly desirable;
  • At least 2 years of increasingly responsible work experience (local government strongly preferred);
  • Experience working with people, budgets, contracts, goal setting, technology, legislative affairs, communications and public relations, and labor relations are all highly desirable;
  • Strong computer skills + knowledge of MS Office;
    • Experience with Tyler MUNIS is strongly desired.

EXAMPLES OF DUTIES, RESPONSIBILITIES AND EXPECTATIONS

This position is accountable as a team member to perform administrative and support duties and services including but not limited to:

  • Exercises technical and functional supervision over assigned personnel.
  • Plans, coordinates and performs administrative assignments and special projects; works as a team member in a dynamic environment.
  • Performs analytic research and exercises sound decision making skills and critical thinking to solve complex community problems; provides completed staff work with professional recommendations.
  • Researches, analyzes, evaluates and audits information; prepares specialized documents including analytical reports, manuals, and legislative analysis.
  • Recommends and implements improvements to policies and procedures; ensures accuracy, completeness and compliance with City standards, policies and procedures.
  • Communicates clearly and concisely both orally and in writing with the public and fellow employees; prepares well written reports and makes effective presentations.
  • Works irregular hours including evenings nights, weekends and holidays (when necessary); must be available for call-back and automatic return to work with a reasonable response time during off-duty hours for major emergencies, disasters, critical incidents and as otherwise required.
  • Delivers outstanding internal and external customer service; communicates effectively orally and in writing with the public and fellow employees; solves problems and supports the City's mission, policies, goals, and objectives.
  • Establishes and maintains effective working relationships and works cooperatively with co-workers, other members of the supervisory/management team, City staff, other agencies and the community.
  • Exercises tact, self-restraint and good judgment; takes initiative to achieve positive, timely results for the organization with diplomatic skills and ethical conduct; conducts duties, responsibilities, tasks and assignments with a constructive, cooperative, positive, and professional attitude and demeanor.
  • Supports the City's values of: openness and honesty; integrity and ethics; accountability; outstanding customer service; teamwork; excellence; fiscal and environmental responsibility.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

This position requires: 

Knowledge of: Analytical practices, techniques and methods to accomplish the City's goals and objectives by combining the appropriate people, resources, process and time to achieve results.

The ability to: Analyze, innovate and solve complex municipal problems with initiative working as a team member in a dynamic environment. 

The following skills and/or competencies: 

  • Computer literacy and working knowledge of Microsoft Word, Excel, and PowerPoint; ability to communicate using email programs

  • Understanding and adherence to City policies for information technology

  • Sound decision making skills; critical thinking ability; problem solving and innovation skills; drive for results; analytic skills; interpersonal, customer service and diplomatic skills; ethical conduct; proven top performances.

Required Qualifications:

  • Graduation from an accredited college or university with a bachelor's degree in public administration, human resources, or a related field.  

    • A relevant master's degree is desirable. 

  • At least two years of increasingly responsible experience in government or a comparable business or non-profit organization is required.

  • Skills and experience working with people, budgets, contract administration, goal setting, technology, legislative affairs, communications and public relations, and labor relations are desirable.

SUPPLEMENTAL INFORMATION

CLASSIFICATION:

The position is classified as exempt under the Fair Labor Standards Act minimum wage and overtime provisions.  The classification is included in the City's Civil Service System.

SELECTION PROCESS:

The selection process may include but is not limited to: application review and evaluation, written examination, performance test and interview. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States and successfully passing all components of the pre-employment process, such as: reference check, background investigation, fingerprint criminal history check, post-offer drug test, post-offer psychological and post-offer medical examination, the cost of which will be borne by the City.

Candidates must fill out the employment application and supplemental questions completely and accurately. Incomplete applications, including references to "see resume", are considered incomplete and will be disqualified.
