Description

Job Summary
Under general supervision, performs a variety of complex accounting and financial work utilizing an automated financial system.  Operates a computer and related peripheral equipment; assists in related complex clerical and technical accounting work; and performs other duties as assigned. 

Examples of Duties

Essential Functions
Under direct supervision, incumbents in this position classification must ably perform the following functions:

  • Coordinate and participate in accounting and clerical tasks related to the maintenance of the City's financial record keeping, reporting, and control system.
  • Prepare accounting spreadsheets, journal entries, and month-end reconciliations.
  • Assist with annual audit by preparing various year-end schedules and responding to auditor's inquiries and requests for relevant materials and information.
  • Review time sheets submitted by all departments to ensure conformance with appropriate bargaining unit contracts and administrative policies and regulations.
  • Compile payroll data, enter timesheets and ensure that bi-weekly payroll is processed accurately and in compliance with City policies and procedures.
  • Prepare quarterly payroll reconciliations and W-2 forms; ensure payroll liabilities are paid timely; possess thorough knowledge of PERS regulations and City-offered fringe benefits.
  • Examine and process departmental requisitions, petty cash and travel reimbursements in accordance with City policies and procedures; check expenditures against departmental budgets to assure availability of funds.
  • Maintain vendor master file, central purchasing records and files.
  • Prepare fixed asset maintenance, including logging and assigning numbers as assets are purchased.
  • Perform related duties as needed.
Non-Essential Functions
  • Provide clerical and technical support to other accounting activities when needed and during leaves of absences.
  • Collect data for special studies and projects as assigned and assist in preparing annual budget figures.

Typical Qualifications

REQUIRED KNOWLEDGE & ABILITIES
Required Knowledge
Incumbents in this position classification must have knowledge of the following: (a) principles and practices of data processing; (b) office procedures and methods; (c) computer operations and procedures; (d) applicable federal, state and local laws and regulations pertaining to payroll and purchasing; (e) principles, methods and practices of payroll, purchasing and accounting; and (f) financial recordkeeping and data processing.
 
Required Abilities
Incumbents in this position classification must maintain and effectively exhibit the ability to: (a) operate a computer and peripheral equipment; (b) prepare accurate and complete financial reports; (c) compute and make calculations rapidly and accurately; (d) communicate effectively both orally and in writing; (e) plan, organize, and coordinate work to meet deadlines; (f) provide quality customer service; and (g) establish and maintain positive working relationships with coworkers and customers.
 
MINIMUM QUALIFICATIONS
Experience
Three years of increasingly responsible experience in financial systems and functions, such as complex payroll, purchasing, clerical, and technical accounting work.

 
Education
Completion of specialized coursework in bookkeeping, accounting, and data processing is desirable.
 
Skills
Typing - 40 WPM; operation of a computer terminal in the processing of numerical data; 10 Key by touch.
 
Physical Requirements
This position requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard.  It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.
