ABOUT THE JOB: 
This multi-position class reports to the Mail/Subscription Services Supervisor and is responsible for performing mailroom and/or subscription services functions in the Administrative Services Division while following procedures with minimal supervision.  Incumbents may have frequent public contact which requires them to have knowledge of specific laws, rules, and policies related to mailroom and subscription services operations.  Typing duties and/or data entry duties may be required for some positions.  These positions routinely require lifting heavy boxes and packages weighing fifty pounds or more.


EXAMPLE OF DUTIES

  • Answers telephone inquiries from the public and South Coast AQMD staff.

  • Frequently lifts and carries packages, boxes, and other material weighing over fifty pounds.

  • Collects and delivers United States, private carrier, and intra-South Coast AQMD mail, correspondence, packages, and other materials according to established procedures and routes.

  • Sorts, weighs, and determines means of mail delivery for outgoing mail and packages; packs or unpacks materials.

  • Operates, maintains, and monitors postage metering machines, electronic scales, and other equipment.

  • Operates labeling and printing equipment when preparing mailing labels; assembles and inserts materials for mailing.

  • Operates a computer while making additions, deletions, and other modifications to South Coast AQMD mailing lists; researches mailing list databases and compiles new lists for targeted mailings.

  • Makes mail and other material deliveries or pickups to the post office and other private or South Coast AQMD responsible for the pickup and delivery of registered, certified, and other specialized mail for South Coast AQMD.

  • May be required to compile information, prepare routine reports, records, and letters.

  • Coordinates mailings with private mailing services and other sources.

MINIMUM AND DESIRABLE QUALIFICATIONS

DESIRABLE QUALIFICATIONS:

  • Experience with high-volume postage machine(s);
  • Proficient in assimilating information into database programs;
  • Skilled in using folding/inserting equipment;
  • Trained in operating envelope address systems.

MINIMUM QUALIFICATIONS:
EXPERIENCE:
  Experience that would demonstrate familiarity with a mailroom, mailing operations, or subscription processing.

KNOWLEDGE OF:  Operation and maintenance of office equipment associated with postal work; rules, regulations, and procedures pertaining to the United States Postal Service and other specialized mail services.

ABILITY TO:  Weigh, sort, deliver, and process mail quickly and accurately by zip code and by South Coast AQMD divisions; process and account for mail, valuable property, and documents; stand or walk for long periods of time; learn and follow mail operations, policies, and procedures; perform basic arithmetic computations; prepare and maintain simple records; learn to operate a computer; establish and maintain cooperative relations with South Coast AQMD staff and others contacted in the course of work; follow oral and written directions; lift, move, and carry heavy mail trays, boxes, and packages weighing fifty pounds or more may be required for some positions in the class.

LICENSE:  Possession of a valid California Class C Driver's License and a satisfactory current driver's record check issued by the California Department of Motor Vehicles.

  • If you claim education or certification on your application, an unofficial copy of your transcripts/certificate must be submitted as an attachment to your online application, documenting your education and/or occupational training claimed.

THE SELECTION PROCESS
Application packets and supplemental questionnaires will be carefully reviewed, and only those candidates with the most competitive and/or directly transferable experience will be invited to the next step of the process, which is expected to be a Qualifications Appraisal Panel interview.
 
The interviews (weighted 100%) are expected to result in an ranked eligible list from which current and future vacancies may be filled, during the life of the list. 

Prior to placement on the eligible list, candidates will be required to arrange for original, official transcripts to be mailed directly from their college/university to South Coast AQMD, documenting all education claimed on their application.
 
Only those who demonstrate at each successive step of the selection process that they are among the most competitively qualified will be advanced to the next step.  Meeting the minimum qualifications does not guarantee an invitation to future steps in the process.
 
South Coast AQMD reserves the right to add, delete, or modify any elements of the selection process as deemed appropriate, based on the number and quality of applicants at each step.
