The Position

Under general direction from the Director of Human Resources and Risk Management, interprets the Personnel Rules and Regulations, Salary Resolutions, Personnel Ordinance, Personnel Policy and Procedures Manual, Memoranda of Understanding, and Municipal Code; develops and prepares personnel policies and procedures; prepares and presents written and oral reports relating to various aspects of Human Resources administration; develops, compiles, and analyzes statistical data and surveys; conducts special studies, audits, projects, and investigations; researches, compiles, and evaluates job analysis information and test validation data; performs classifications audits, studies, and analysis and makes recommendations; develops and coordinates outreach recruitment resources and activities; prepares classification specifications; collects and prepares compensation survey data for labor negotiation purposes; prepares, schedules, coordinates, and administers a variety of written, performance, and oral employment examinations, conducts, and coordinates training and development programs; makes oral presentations; may prepare or assist in the preparation of the departmental budget; and performs other related duties as required.  This position may occasionally work evenings and weekends.

QUALIFICATIONS

Knowledge of personnel recruitment, examination and selection methods and techniques, classification and compensation principles and labor relations practices; working knowledge of the basic laws governing public human resources administration; working knowledge of statistics, record keeping systems and general office procedures. Skill in evaluating class specifications to determine appropriate recruiting and examination processes; ability to deal effectively with applicants and general public.    Ability to effectively communicate both orally and in writing; independently compose and edit letters, reports and other written materials; understand and apply laws, rules and regulations, policies and complex procedures; compile statistical data and make arithmetic computations; maintain confidentiality of information, records and files; establish and maintain cooperative working relationships.  Education and Experience – Any combination of experience and education that could likely provide the required knowledge, skills and abilities is qualifying. Example: Graduation from an accredited college or university with a bachelor’s degree in Public or Business Administration or a closely related field; some recent professional personnel or administrative experience which required a general knowledge of all or most of the following areas: recruitment, test development and validation, classification, salary administration, affirmative action and equal opportunity, employee training and development, labor relations, and general personnel administration.  Public sector human resources experience and certification are desirable.  Experience using Tyler-Munis HRIS/Payroll modules is highly desirable.

Candidates whose education and experience are determined to best meet the City's needs, will be invited to an Assessment of Qualifications. An applicant must pass all components of the examination process to be considered for the position. Meeting the minimum requirements does not guarantee an invitation to further testing.
