Are you a highly motivated individual with experience in housing assistance programs and a passion to bring a new approach for policy solutions and streamlining practices and procedures? The Los Angeles County Development Authority’s Housing Assistance (HA) Division is actively seeking a highly energetic, skilled, and motivated individual to work in a team-oriented professional environment as the Lead Administrative Analyst in the Compliance Unit.  The HA Division is responsible for the administration of multiple housing assistance programs, including but not limited to the Housing Choice Voucher (HCV) program, Continuum of Care, Veterans Affairs Supportive Housing (VASH) program, Housing Opportunities for Persons with Aids (HOPWA) program, and Family Unification Program for the County of Los Angeles.
 
POSITION DESCRIPTION
The Administrative Analyst III position will report directly to the Policy Administrator and Compliance Supervisor in the HA Division.  As part of the Compliance Unit, the Administrative Analyst III works as the lead member of the Compliance Unit and will be responsible for performing highly specialized and complex assignments with little or no supervision.  In addition, this position may be required to lead, mentor, or train lower level staff.
 
This position requires the use of independent judgment and problem-solving techniques and requires considerable knowledge of HUD housing assistance programs, discretionary policy making, and standard operating procedures.   This position requires the ability to independently conduct qualitative and quantitative research and comprehend and interpret local, state, and federal laws and regulations that impact housing assistance programs. This position requires the ability to conduct studies, implement new or revise administrative and various planning documents, propose and write policies and procedures.
 
This position requires a highly organized self-starter with a high energy level, sound judgment and discretion, and the ability to communicate professionally and effectively with Directors and Managers, Program Specialists at all classification levels, County staff, program applicants, participants and landlords and other community stakeholders.

Essential Job Duties

The below statements are intended to describe the general nature and scope of work being performed by this position.  This is not a complete listing of all responsibilities, duties and/or skills required.   • The ideal candidate must have knowledge of the Federal Regulations and the United States Housing and Urban Development (HUD) requirements to perform assignments relating to the Public Housing Agency (PHA) Programs. 
  • Prepares the HAD’s 5-Year and Annual PHA planning activities, which include but are not limited to developing policies, conducting Resident Advisory Board (RAB) meetings, coordinating the Public Comment Period and developing the Board Letter to the Board of Supervisors for approval and other HUD program compliance requirements. 
  • Conducts other PHA planning requirements, such as but not limited to Administrative Plan updates and Affirmatively Furthering Fair Housing (AFFH) revisions. 
  • Provides analytical support for the Housing Choice Voucher program and various housing assistance programs including researching, analyzing, and developing department operational policies and standard operating procedures. 
  • Researches and analyzes Federal Registers and HUD published Public and Indian Housing (PIH) guidance notices; interprets and summarizes federal, state, and local laws and regulations; prepares and submits reports and recommendations; formulates guidelines and/or prepares a variety of reports on regulations. 
  • Develops review systems to measure progress and evaluate housing assistance programs; prepares and submits recommendations for program design and administrative processes. 
  • Researches and evaluates existing and new computer programs; analyzes effectiveness; makes recommendations as to program use or modifications to computer programs; creates, reviews and assesses automated reports. 
  • Develops and presents staff training on policies, work procedures and general business requirements. 
  • Conducts work process audits to ensure compliance with all applicable rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations.
  • Participates in a variety of special projects as assigned including seeking new funding and voucher allocation opportunities, research of and the implementation of new programs, memorandums of understanding between partners agencies and services. May act as a liaison with outside agencies. 
  • Prepares responses to internal and external inquiries through the Compliance Unit email.
  • Attends and conducts meetings and acts as the back-up for the Policy Administrator and Compliance Supervisor.
Skills
  • Must be highly proficient Microsoft Office Suite, especially Word, Excel, and PowerPoint.
  • Experience working with Laserfiche, YARDI, and other software programs are preferred.

Qualifications

Education

  • Must have a four-year college or university degree in Public Administration or Business Administration, or a related field and three (3) years of Housing Choice Voucher (Section 8), public housing and/or affordable housing program experience.

Experience
  • Five (5) years of direct experience in the provision of Housing Choice Voucher (Section 8), public housing and/or affordable housing programs. 
Desirable Qualifications:
  • Master’s degree in Public Administration or Business Administration, or a related field.
  • Ability to operate independently and exercise sound judgment and critical thinking in the conduct of day-to-day activities.
  • Ability to independently perform special studies and other assignments involving the collection, organization, and analysis of research data; 
  • Ability to communicate professionally and effectively in writing and orally during meetings and presentations.
  • Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
  • Ability to multi-task and maintain attention to detail under the stress of short timelines and understand oral and written instructions and procedures.
  • Ability to develop cooperative working relationships with staff, tenants, landlords, other agencies, and the public.
  • Knowledge of Los Angeles County homeless initiatives for special needs populations, including the homeless, elderly, and homeless veterans;
  • Housing Assistance Program monitoring techniques; and planning and policy development related to homelessness prevention, permanent supportive housing or special needs housing development and/or management.
  • Experience making effective recommendations based on the interpretation and application of laws and regulations and the compilation and analysis of a variety of statistical or financial information;

Additional Information

NOTE: Salary compensation is Dependent on Qualifications (experience, education, skills and abilities).  Initial salary placement is generally made at the beginning to mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
