Southern California Association of Governments (SCAG) is seeking a highly motivated and team oriented Senior HR Analyst with a passion for developing and implementing creative talent strategies. This position offers an exciting opportunity for a seasoned talent acquisition professional to spearhead innovative hiring practices and position SCAG to fulfill its strategic goal to recruit, support, and develop a world-class workforce and be the workplace of choice.
 
The Human Resources team consists of seven full-time positions and serves as a strategic resource to the Agency and its 180 employees. The ideal candidate will possess sound judgment and excellent communication, organizational, and interpersonal skills.  The successful candidate must have of a proven track record of managing multiple high-impact recruitments, while ensuring a stellar candidate experience.
 
The Senior HR Analyst will provide thoughtful leadership regarding talent acquisition practices to ensure that SCAG’s recruiting functions are centered on diversity, equity, and inclusion. This position will proactively engage with hiring managers and serve as a trusted resource to understand and plan for current and future workforce needs, while ensuring robust competency-based hiring strategies exist to support a successful talent acquisition function. The Senior HR Analyst will also work closely with other members of the HR team to ensure alignment between our recruitment practices and other HR program areas such as performance management and succession planning processes.

 OUR LOCATION
SCAG headquarters is located in the hub of busy downtown Los Angeles, at Figueroa and 7th streets. Located in the 900 Wilshire Building, a new, multi-use hotel and office complex that features state of the art architecture and technology and LEED Gold Certification. The downtown location is vibrant and exciting with LA Live, new restaurants, music, sports, shopping, libraries, museums, theaters and residential opportunities. SCAG is in a culturally diverse area near excellent public transit access and Koreatown, Little Tokyo, Chinatown, Olvera Street and Grand Central Market. Southern California boasts near-perfect weather and close proximity to mountains, beaches and deserts, which encourages physical fitness and year-round activities.
 
The office is located across the street from the 7th Street/Metro Center Station and is easily accessible by LA Metro's Blue, Expo, Purple, and Red lines, commuter trains, and bus service.  Metro light rail and the subway connect downtown LA to Hollywood, Universal City, Santa Monica, Pasadena, Azusa, Long Beach and many vibrant and up-and-coming neighborhoods.

Founded in 1965, the Southern California Association of Governments (SCAG) is a Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. Under federal law, The SCAG region encompasses six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura) and 191 cities in an area covering more than 38,000 square miles. The agency develops long-range regional transportation plans including sustainable communities' strategy and growth forecast components, regional transportation improvement programs, regional housing needs allocations and a portion of the South Coast Air Quality management plans. Currently, the Regional Council consists of 86 members.

Essential Duties and Responsibilities

  • Understands the drivers of candidate/employee experience and works to continuously evaluate efficacy of programs and improve the work environment and culture
  • Develops innovative approaches to recruit highly talented/well qualified and diverse candidates for a wide range of positions and implements actionable programs that build diverse talent pipelines
  • Conducts market research to understand where external diverse talent pools exist and works collaboratively with internal stakeholders to explore initiatives to tap into those talent pools
  • Develops structured recruiting plans with identified key deliverables & timelines; holds teams accountable using a formal tracking process
  • Works collaboratively with Executive Team and Management to produce effective and comprehensive talent acquisition strategies, ensuring diversity and equity stay at the forefront of the Agency’s recruitment philosophy
  • Leads full life-cycle recruitments by partnering with hiring managers to develop and execute recruitment plans to ensure the agency hires highly qualified staff for positions
  • Integrates DEI practices in our recruitment practices by mitigating bias in search and selection and establishing connections and partnerships with other institutions and organizations to further our DEI recruitment goals
  • Tracks and monitors recruiting KPIs throughout the complete recruiting cycle to analyze and leverage data for the identification of trends and the adjustment of strategies/activities to improve results
  • Develops strategies to support and advise SCAG management on organizational structure, employee retention, career progression and succession planning.
  • Implements, drives, and monitors project activities, manage project risks and resources
  • Accurately assesses candidates/employees' needs, evaluates feedback, and translates feedback into actionable recommendations to improve SCAGs work environment
  • Communicates benefits programs offered by SCAG (including medical, dental, vision, life and disability insurance, deferred compensation, flexible spending accounts, CalPERS retirement and other programs) to prospective employees
  • Participates in the development of new employee onboarding and orientation activities to evaluate effectiveness
  • Stays current on all relevant hiring regulations, laws, procedures and administration as well as in the field of public sector human resources administration with special attention to California requirements
  • Provides analytical level support in other HR program areas as needed

Minimum Qualifications

EDUCATION: A Bachelor's degree from an accredited college or university with major coursework in Human Resources Management, Industrial/Organizational Psychology, Public or Business Administration, or another related field required. A Human Resources Certification (IMPA-HR, SHRM, etc.) are highly desirable.
 
EXPERIENCE: Equivalent to five years of progressively responsible human resources experience at a Human Resources Analyst level that demonstrates knowledge in the application of principles in Human Resources functions such as recruitment and selection, onboarding, classification and compensation, and succession planning.
