Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $300 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. 

Under the direction of the Supervisor of Performance Management, the Performance Management Analyst will conduct data analytics and technical assistance for programmatic support to agencies in the community, ensuring that all LAHSA funded programs are being administered effectively, efficiently, and ethically. Working within the Performance Management Unit, the Performance Management Analyst identifies, and addresses program gaps and needs, and works to align system goals, opportunities, and resources, addressing barriers to program and systems-level success. The Performance Management Analyst will collect and analyze both fiscal and HMIS data along with program narrative to create performance analysis and to measure project deliverables.

Essential Job Functions

Training and Technical Assistance:

  • Work with interdepartmental staff, including Systems, Outcomes, Fiscal and Monitoring, to assess assigned contract portfolio and to prioritize Technical Assistance, and identify resources for agency support.
  • Enhance service performance management and reporting systems, which effectively improve LAHSAs contracting oversight and technical assistance.
  • Participate in aspects of funding and contracting processes, and support procurement activities as needed, Complete Program Profiles, Statements of Work, and other contract documents as required.
  • Works in collaboration with other departments, to ensure accurate and effective monitoring of programs, data collection, contracts implementation, and outcomes; create, review and track performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed.
  • Develop relationships with various stakeholders to create value for the organization and enhance understanding of organizational, program, and system issues.
  • Works closely with internal and external finance departments to conduct analysis on fiscal matters regarding contracted agencies, such as spend down rate, and budget modifications.
  • Oversee and support a portfolio of LAHSA-contracted service providers, providing support to agencies, including coordinating, scheduling, and participating in site visits on a regular or as-needed basis.
  • Work with agencies to develop: Program Profiles, Statements of Work, identify strengths and gaps, and design, implement and track performance improvement plans. Provide linkage for program expertise within LAHSA’s system components team when there is a need for programmatic guidance.
  • Coordinate, facilitate, train, and support service providers in the interpretation and implementation of LAHSA, ESG, CoC, any/all other funder-mandated guidance/policy and procedure into their programming and service delivery.
  • Coordinate, facilitate, train, and support service providers in post-award activities, in conjunction with the systems components team, such as new contract onboarding, new program kick-off, in understanding and programming Scopes of Required Services by providing resources, best practices, and Technical Assistance to providers to ensure contracting and programming requirements are met.
  • Work with agencies to resolve Monitoring findings, concerns, and grievances, as well as to improve provider programming and compliance measures so as to minimize/reduce findings, concerns, and grievances.
  • Training and Experience
Research and Analytics:
  • Perform data collection, evaluation, and analysis using platforms such as the Homeless Management Information System (HMIS), Tableau, and Fund Accounting software.
  • Create and conduct surveys, collect survey results data, monitor and evaluate survey progress and performance and prepare summaries of analysis and recommendations
  • Works closely with the finance department, conducts research on fiscal matters regarding contracted agencies spend down/burn rate. Review and prepare fiscal inquiry to correct budgets.
  • Work collaboratively with the Policy and Systems department to review, analyze, and stay abreast of emerging best practices for homeless services and regulations for public funding streams.
  • Analyze trends in individual program data over the contract life cycle along with comprehensive correspondence to systems level performance data.
  • Other duties as assigned.
  • Must have experience in fund accounting and financial grants management, including a working understanding of 2 CFR Part 200.
  • Bachelor’s degree in public administration, public policy, finance, accounting, business administration, economics, statistics, or other closely related field required. 

Knowledge, Skills & Abilities

  • Familiarity with the Coordinated Entry System strongly preferred.
  • Ability to establish excellent relationships and work cooperatively with individuals, groups, and organizations that are diverse in mission, composition, function, capacity, and geographic location.
  • Experience with program development, management, and implementation preferred.
  • Demonstrated experience gathering, analyzing, and presenting data.
  • Experience with policy and cost?benefit analysis, program evaluation, and research is an advantage.
  • Self-motivated to produce quality results, learn concepts and skills necessary to work towards a goal. Ability to learn and adapt to change, and the ability to think critically and strategically.
  • Strong written, verbal, and presentation communication skills.
  • Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi?disciplinary team environment.

Training & Experience

  • One year of experience in the provision or oversight of data analytics for health/human services or a nonprofit organization is preferred.
  • Three years of experience in the provision or oversight of homeless program direct services is preferred.
  • The ideal candidate would have strong critical thinking, research, information management and communications skills. Experience with evaluation methodology is also desirable.
  • Bachelor’s Degree, Masters preferred, in fields related to Economics, Public Health, Statistics, Business, Social Work, Public Administration or Behavioral Science.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully. 
  • A valid Driver’s License is required.
  • The position is partially field-based, traveling throughout Los Angeles County at least 40% of the time.
 
Appointments are typically made between the minimum and the midpoint of the range, depending on qualifications.
