DESCRIPTION

This is your opportunity to make a difference in the City of Long Beach. The Department of Human Resources currently has three (3) openings for Administrative Analyst I-III (part-time / non-career) to assist with Personnel Operations, Labor Relations, EEO & Training, Employee Benefits, and the implementation and roll-out of the Munis HR/Personnel module.

The positions may be filled at grade levels I, II or III, depending on qualifications and experience. These positions will be funded until the MUNIS HR/Personnel Module is implemented and stabilized.

Munis Project
These positions will assist the Labor Relations Manager and the Special Projects Officer administer, plan and coordinate support of the City’s complex legacy Human Resource Management system as well as play critical roles as the Human Resources team members for the City’s new HR/Payroll Enterprise Resource Planning (ERP) Tyler Munis system. The positions’ responsibilities include:
 
  • Assist with the administration of the department’s Human Resources system including its maintenance, modification/enhancement and operations.
  • Assist with the organization and management of the Human Resources portion of the ERP project – LB COAST.
  • Assist with the planning and coordination of the implementation of system enhancements for improved operations.
  • Assist with the system requirements, determining its feasibility of software solutions and policy and procedural changes, as necessary.
  • Assist with troubleshoots processing problems and coordination efforts to resolve problems.
  • Assist with the preparation and development of data analysis, graphs, visual presentations and written reports on employee statistics and various other data.
  • Assist with the development of reports for users using system-specific reporting tools and third-party technologies, including Simpler, Access and Excel.
  • Assist with the developing and implementation of training programs on Human Resources systems for City staff.
  • May represent the Department on departmental working teams involving Human Resources or systems processes, policies and/or procedures.
Employee Benefits
Under the general direction of the HR Officer, Benefits and Return to Work Programs, individuals in both positions will act as the first point of contact and liaison between employees and insurance providers to help resolve benefits and/or leave administration (including reasonable accommodations) and accounting related issues that support the health, welfare and retirement plan administration and financial accounting of each program while performing a full and varied range of professionally-related responsibilities for active employees, retirees, COBRA participants and survivors.
 
This position has the following primary duties and responsibilities:
  • Administers all benefit plans according to the plan documents and regulatory requirements to ensure plans and procedures are compliant with ACA, HIPAA, ERISA, USERRA, FMLA, COBRA and IRC regulations;
  • Review employees’ request(s) for changes to their benefits and approve/deny based on government regulations, City of Long Beach plan provisions and established practice(s);
  • Assists in the collection, analysis and evaluation of data related to employee benefits, reasonable accommodations, leaves of absence, etc.;
  • Process, audit and reconcile benefit transactions (elections, claims, contributions, distributions, appeals, etc.) with carriers, third party administrators, internal departments;
  • Participate in special projects, as requested, including the organization and implementation of annual open enrollment, new benefit rollouts, and other projects as they arise, including the development of communication materials.
  • Assist staff in researching and resolving benefits issues;
  • Provides timely and accurate responses to Unemployment and Disability Insurance claims;
  • Conducts Interactive  Process meetings, Retirement Counseling sessions, and presentations at New Hire Benefits Orientations;
  • Implements website updates; other duties as assigned.
 Training and EEO Division
Under the general direction of the HR Officer, Training and Equal Employment Opportunity, the position applies their human resources knowledge to help ensure harassment and discrimination compliance, conduct investigations, and coordinate city-wide training.
 
This position has the following primary duties and responsibilities:
  • Conducts harassment and discrimination complaint investigations, compliance reviews, and inspections;
  • Interviews persons to obtain information;
  • Summarizes relevant information into clear and concise reports;
  • Interprets the Citywide EEO Program Plan;
  • Monitors, reports, and coordinates workplace harassment training;
  • Interprets Federal and State laws, regulations, City ordinances, policies, and other documents pertaining to human resources issues;
  • Responds to regulatory agencies on behalf of the City, as well as citizen and employee inquiries;
  • Assists with the Citywide Training and Development program; and,
  • Performs other duties as required.

REQUIREMENTS TO FILE

  • Graduation from an accredited college or university with a bachelor’s degree in Public or Business Administration, or a closely related field, and two or more years of professional experience as an Assistant Administrative Analyst, or an equivalent position.
  • A valid motor vehicle operator’s license may be required.
  • A Master’s Degree in one of the preceding fields may be substituted for one year of the required experience.
  • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

Method of Evaluating Candidates
There will be an initial review of all resumes to identify those candidates whose work experience is most closely related to the position duties and the needs of the Department. Those identified will be scheduled for an oral interview to assess their relative skills, knowledge, abilities, and personal qualifications. Final selection will be based on the oral interview. In addition, as a part of the selection process, writing samples will be required, present and former supervisors will be contacted, and personnel files will be reviewed.
