THE POSITION
 The Contra Costa County Health Services Department is recruiting qualified individuals to fill two (2) Full-Time Health Services Systems Analyst I positions assigned to Health Services Information Technology (HSIT) and Behavioral Health’s (BH) subdivision Alcohol and Other Drugs Services (AODS) both located in Martinez, CA.
 
You will be responsible for supporting, planning, implementing, and organizing activities relating to enterprise-wide application selection, deployment and optimization, utilizing multiple hardware platforms, and operating systems and software environments. You will also be responsible for analyzing system and service requests utilizing structured techniques and methodology, customer support (internal and external), and managing projects from the initial fact-gathering phase through post-implementation review. Additionally, you will function as a liaison between the technical team, the user community, and stakeholders.

What you will typically be responsible for:
 
  • Working closely with County Clinics, Community-Based Organizations (CBOs), and administrative staff in Mental Health, Patient Financial Accounting, and other groups that utilize or support the County’s systems and database applications
  • Supporting our customers in the proper use of database applications, systems, and resources
  • Helping facilitate and monitor Electronic Data Interchange (EDI) transactions including data review and processing of 837 Claims, 835 Remittances, transactional data audits, and error reporting and corrections
  • Processing, reviewing, and managing California Outcome Measurement Service (CalOMS) and Drug Medi-Cal Organized Delivery Systems (DMC-ODS) data exchange and compliance reporting between the County and State Department of Health Care Services (DHCS/MEDCCC)
  • Coordinating or developing documentation of systems, projects, processes 
  • Participating in meetings to discuss opportunities for improvements and regulatory compliance through comprehensive system utilization and enhancements 
  • Communicating new business requirements and changes to internal & external staff, customers, and management

Typical Tasks

  • Coordinates major aspects of the project including documenting all aspects of the project and/or process  
  • Develops proposals for system modification or replacement including cost-benefit analyses and resource requirements  
  • Maintains project plans and steps to meet implementation and/or upgrade schedule  
  • Implements applications to support the internal/external customer  
  • Develops detailed procedures on software installation and configuration  
  • Develops test plans for all changes/upgrades to ensure performance and maintenance of data integrity  
  • Assists with integration of systems/process as needed within scope of project  
  • Tracks problems and monitors follow-up/resolution to customers  
  • Develops and maintains training environments and materials, and provides role-based education (classroom setting, handouts, e-learning, etc.).  
  • Communicates all changes to internal/external customers and department management  
  • Assists in developing requirement documents to ensure that the business needs (including functional specifications) are documented and reviewed prior to system acquisition or system enhancement  
  • Provides initial and follow-up training to customers  
  • Provides and promotes excellence in customer service for both internal and external customers 

Minimum Qualifications

Education:  Possession of an Associate's degree from an accredited college or university in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering or a closely related field.
Experience:  Two (2) years, or its equivalent, of system analysis experience including one (1) year in a health care information systems environment, working with end users to extract, document and optimize data flow, implement systems, and support applications and databases.  
Substitution forAcademic Major:  One (1) additional year of qualifying experience noted above may be substituted for the required academic major.  
Substitution forExperience: Possession of a current Epic certification may be substituted for six (6) months of the required experience.  
Certification:  Some positionsmay require the employee to obtain and maintain vendor-specific certificationson the applications supported.  The incumbent will be required to obtainthe certification requested within six (6) months of notification from thesupervisor.

 

Selection Process

A COMPLETED SUPPLEMENTAL QUESTIONNAIRE IS REQUIRED

  2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
  3. Training and Experience Evaluation:  Consists of an evaluation of each candidate’s relevant education, training and/or experience as presented on the application and supplemental questionnaire (Weighted 100%).
  4. Candidates must receive a score of at least 70, which may be an adjusted score, in order to be ranked on the eligible list.
 
The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.


CONVICTION HISTORY

DISASTER SERVICE WORKER
