THE POSITION

The City of Carson is seeking eligible candidates for the position of Senior Budget Analyst.  This is a singular classification position that reports directly to the Director of Finance. The ideal candidate must possess superb spreadsheets skills, with ability to multi-task and provide excellent customer service to both internal and external clients.  Knowledge of fund accounting, previous experience with staff reports and contract management are a must. In addition, the ideal candidate must have the ability to work independently (with limited supervision), take initiative and be proactive in addressing the changing needs within the work environment.

CURRENT VACANCY INFORMATION:

There is one current full-time vacancy (FLSA-exempt), with a 4/10 work schedule (Monday to Thursday, 7:00 am to 6:00 pm, with one hour unpaid meal/lunch break). The resultant eligibility list will be good for an entire year, and may be used to fill other vacancies within the same classification.

CLASS DESCRIPTION: 

Under direction, performs varied and complex professional and confidential administrative work related to the City's budget (i.e. including payroll, benefits, closed session City Council items, etc.); conducts administrative studies and analysis of financial trends in order to make recommendations for the budget; acts as staff support to the Finance Director and authorized committees, commissions, or boards.

ESSENTIAL DUTIES

Essential Duties and Responsibilities:
(These functions are representative and may not be present in all positions in the class.  Management reserves the right to add, modify, change, or rescind related duties and work assignments.)
 

  1. Perform administrative duties to assist the Finance Director or other executive management with the city-wide budget preparation and budget administration process.
  2. Provide administrative staff support at meetings of a committee, commission, or board as assigned.
  3. Analyze revenues, expenditures and financial trends to develop forecast recommendations.
  4. Perform complex employee compensation calculations for purposes of preparing the budget;
  5. Monitor revenues and expenditures, and distribute periodic reports to assist managers with monitoring their assigned budgets;
  6. Research, analyze data, and prepare recommendations in written or oral form to executive management.
  7. Represent the City at public functions.
  8. Disseminate information to the public on behalf of the City in situations requiring judgment and tact.
  9. Prepare official correspondence.
  10. Conduct benchmarking studies with other agencies in relation to budget and financial matters and research best practices.
  11. Assist in budget preparation by drafting or revising justifications for expenditures and compiling supportive data; perform studies to ascertain the efficiency, economy, and effectiveness of departmental operations, policies, and procedures.
  12. Implement change resulting from studies.
  13. Write procedural manuals or instructions.
  14. Collect and analyze performance data for City operations.
  15. Write RFPs and/or RFQs for professional services.
  16. Administer contract compliance administration.
  17. Prepare and monitor capital improvement project budgets.
  18. Write and administer grants.
  19. Evaluate impact of new or revised programs and their objectives compliance.
  20. Performs other related duties as required.

QUALIFICATIONS

Qualification Guidelines:
A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:
 
Education and/or Experience:
Bachelor's degree in finance, public administration, or an occupationally related field and three (3) years full-time paid experience in a staff capacity working on organizational budgets, analyzing and making recommendations, and conducting financial forecasting. Experience and/or education in a related field may be substituted on a year for year basis.  Master's degree preferred; CPA a plus.

License:
Possession of a valid California Class C driver's license.  Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

WORKING CONDITIONS

Physical Requirements and Working Conditions:

RECRUITMENT PROCESS
 
Applications will be screened and evaluated for relevant training and experience.  Applications must be complete, and include any and all required documents. Only those applicants determined to be among the most qualified may be invited to participate in the selection process which will consist of the following sections:
  • Supplemental questionnaire, no weight 
  • SME review, no weight
  • Written exam, weighted 30%
  • Performance exam, weighted 30% 
  • Oral exam, weighted at 40%
The Human Resources Department reserves the right to adjust, modify, delete and/or change the above exam types and/or weights. 

Supplemental questionnaires are used to evaluate applicant’s indicated abilities with the ideal candidate profile. Applicants must achieve a cut-off score of 70% or above on the written, performance and oral examination to be placed on the eligibility list. Passing the written, performance and oral examination does not guarantee an invitation to the selection interview. The Human Resources Department reserves the right to invite those amongst the highest scoring to the next phase of the recruitment.

Revisions to a testing component during a recruitment process can be made at the discretion of the Human Resources Department.  Applicants will be notified by email if a revision is made. An eligibility list will be established in accordance with the City's Personnel Rules, Rule VI, Employment List Procedures.
