Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $300 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.   

Under the supervision of the Data and Research Supervisor, this position is responsible for collecting, managing, and analyzing data for research and evaluation, with a particular focus on collection of feedback and program assessment. 

Essential Job Functions

  • Supports research and program evaluation related functions of the agency, including data collection, analysis, and presentation of annual Homeless Count results.  
  • Assist with a wide variety of qualitative and quantitative research activities including collection and preparation of data as well as extraction and analysis of data from multiple sources to create summaries, tables, and report sections.
  • Manage assigned projects, implement quality assurance processes, and report tasks and status to supervisor(s), to ensure completion within established timeframe.
  • Coordinate & fulfill both ad hoc and routine data requests, which are often time-sensitive and complex, and prepare necessary responses to the data request tickets.
  • Conduct systematic searches of relevant bibliographic databases and websites in support of project tasks or proposals.
  • Research relevant economic, legal, social, and political factors inherent in any programs currently under review and identify issues or challenges that warrant in-depth investigation.
  • Develop and align evaluation and assessments with program goals, needs of participants, and larger agency outcomes.
  • Maintain both up-to-date verbal & written knowledge of data elements and requirements necessary to provide prudent and effective clarification to external stakeholders and various members of the public.
  • Support the production of reports outlining the methodology, process, and findings from Homeless Count and present Homeless Count and research findings to various audiences, including policymakers, community members and LAHSA staff and executive team.
  • Represent LAHSA and participate at meetings and conferences as needed, communicating effectively with other LAHSA departments, the LAHSA Commission and external audiences, as appropriate.
  • Other duties and special projects as assigned.

Knowledge, Skills & Abilities

  • Knowledge of data visualization software;
  • Knowledge of statistical computing software and database management software desired;
  • Excellent people skills and a capacity for collaboration and interpersonal relationships;
  • Strong organizational skills with a strong attention to detail;
  • Advanced proficiency with MS Excel- capable of quickly producing summary tables, pivot tables, vlookup/index fields, and visualization(s) with various types of data.
  • Practiced experience in collecting primary data, utilizing secondary data, as well as organizing and managing administrative data.
  • Practiced experience in creating PowerPoint presentations and accompanying scripts to deliver data visualizations and communicate research findings.
  • Working knowledge of multi-use programming language(s), such as SAS, STATA and/or R, and familiarity with of statistical methods and analysis.
  • Working knowledge of survey design and tools such as SurveyMonkey and Formstack.
  • Familiarity with the annual Point-In-Time (PIT) Homeless Count and the methodological guidance and standards set forth by the Department of Housing and Urban Development (HUD).
  • Familiarity with the Homeless Management Integration System (HMIS), the Coordinated Entry System (CES), and the local homeless service landscape in Los Angeles.
  • A thorough understanding and appreciation for research and its role in informing policy, with a demonstrated capacity for interpretation and application of research for homeless and/or social policy and planning.
  • Excellent organizational skills and demonstrated ability to implement quality assurance process(es) and assure data quality.
  • Established flexibility to work on a range of assignments and prioritize a variety of evolving tasks in a fast-paced work environment.
  • High-level communication and presentation skills; able to communicate different aspects of research methods and findings clearly to various diverse audiences.
  • Highly analytical and detail?oriented, but also intellectually curious and willing to continuously learn and immerse oneself in new tasks.
  • Genuine desire and ability to work effectively as a member of a collaborative, integrated team
  • Demonstrated ability to work with diverse community and organizational groups.

Training & Experience

  • Bachelor’s degree with coursework in data science, statistics, biostatistics, social science, public policy, or a related field is preferred.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully. 
  • A valid driver’s license is required.
