The City of Pasadena is currently seeking a workforce development professional who will serve as a liaison between the Foothill Workforce Development Board (FWDB) and the business community to serve as a bridge in supporting individuals looking for employment and business owners experiencing layoffs or recruitment needs. The City of Pasadena Career Services Division (aka the Foothill Workforce Development Board) is a dynamic and rewarding place to work. As a member of a national system of workforce development boards, the Foothill Workforce Development Board is recognized by the State of California as a high performing workforce board. The Foothill Workforce Development Board serves employers and job seekers in the San Gabriel Valley by making investments in workplace skills development and job-specific training to help workers gain skills or obtain education and credentials that employers value. This is a limited term, grant funded position. 
 
The ideal candidate must possess knowledge of WIOA goals and objectives, specifically in the area of business services. This position requires management level analysis, problem solving, project planning and strategy skills, organizational skills, communication, and people management skills, including building trust with the team. The ideal candidate must understand the needs of different stakeholders and how to communicate effectively with employers and various targeted job seekers. He/She must be able to bring people together to solve problems and develop new ideas to solve customer problems.

Essential Functions

  • Plans and delivers Rapid Response services to companies experiencing layoffs. 
  • Serves as liaison and business partner and works directly with employers, industry associations and unions to determine local hiring needs and design responsive training and service programs.
  • Communicates the benefits and employment support services provided by the FWDB to employers, including addressing employer's special needs; engages employers to use the FWDB to hire displaced workers. 
  • Develops and maintains a portfolio of employers for placements; makes cold calls to potential employers; works with local businesses to identify staffing needs and navigates options of obtaining qualified employees.
  • Conducts presentations and workshops on FWDB programs and services and connects displaced workers with vital resources and links to employment and training services, including the Employment Development Department. 
  • Works with businesses to understand and develop career tracks in their companies and identify training gaps and needs for succession planning. 
  • Develops flyers, brochures and other methods to advertise job placement activities; stays updated regarding job fairs and internet resources; and participates in outreach and recruitment activities by attending job fairs and other networking events. 
  • Assists in the implementation of a variety of special projects benefiting businesses and job seekers. 
  • Prepares and submits a variety of reports as directed.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in business or public administration, finance or a closely related field.
  • Two years of analytical or administrative experience in workforce development.
  • Must possess working knowledge and experience with the Workforce Innovation and Opportunity Action (WIOA) grant programs.


SELECTION PROCESS
The selection process may consist of a training and experience evaluation, interview panel, and department-level interviews.

There is currently one Limited Term/Grant funded vacancy in the Career Services Division of the City Manager's Office.

The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.

Candidates selected for this position are subject to a one year probationary work period. 

Special Requirements

Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record, may be required for some assignments.
