DESCRIPTION

The Department of Health and Human Services has an immediate opening in for a Data Analyst (Community Program Specialist IV)  for the Collective Impact and Operations (CIO) Bureau. Reporting to the CIO Bureau Manager, the Department Data Analyst will conduct quantitative and qualitative analyses using diverse data sets to support Department planning, operations, and program design and evaluation. 

EXAMPLES OF DUTIES

  • Data Mining and Analysis:
    • Analyzes population and community level data to determine current public health and social service needs and track population health trends;
    • Utilizes predictive analytics to identify areas for public health focus and future public health needs;
    • Identifies and uses external data to track and trend city-wide metrics to support health equity;
    • Informs decision-making at the department, bureau, division, and program levels using data.
  • Reporting:
    • Develops easy-to-understand data reports for management and program stakeholders, including infographics, narratives, or other formats determined to be the most effective in the messaging;
    • Analyzes data and statistics utilized by the Department to effectively convey narratives;
    • Prepares reports that define and evaluate issues and recommend solutions that include data and written analyses.
  • Program and Operations Support:
    • Identifies data needed for Department and Program efforts;
    • Leads design of data collection tools and processes to gather data not currently available;
    • Supports departmental planning, operations, fund development, and programs with identifying appropriate existing data and creating a library of needed analyses;
    • Designs process and outcome evaluations using various data and methods of data analyses with program managers to determine program effectiveness and efficiency;
    • Collaborates with external evaluators and researchers to conduct empirical assessment of programs and service delivery; 
    • Contributes data and written content for reports to City Council and other citywide presentations and documents.
  • Other:
    • Runs statistical programs such as SPSS and SAS;
    • Performs other duties as required.

REQUIREMENTS TO FILE

  • Graduation from an accredited college or university with a Bachelor’s Degree in Public Health, Statistics, Program Evaluation, or closely related analytic field. Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.
  • A minimum of three (3) years full-time professional experience offering specific and substantial preparation for the duties of the position. A Master’s Degree in Public Health, Statistics, Program Evaluation or a closely related analytic field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.
  • Ability to work overtime, weekends, and evenings when needed.
DESIRED QUALIFICATIONS:
  • Experience in data mining and analysis.
  • Experience developing and maintaining data reports.
  • Expertise in the application of statistics and data analysis.
  • Experience supporting planning, operations, fund development, and programs in support of a public program.
  • Proficiency in use of statistical programs such as SPSS and SAS
SUCCESSFUL CANDIDATE WILL DEMONSTRATE:
  • Ability to work effectively with a wide variety of people and populations by consistently exercising tact, good judgment, and a proactive, problem-solving focused style.
  • Excellent interpersonal, written, and verbal communication skills.
  • Proficiency in the use of computers, including email, internet, and Microsoft Office.
