DUTIES

ANNUAL SALARY
 $64,206 to $93,855 and $75,627 to $110,580
 
NOTES:
  1. Annual salary is at the start of the pay range. The current salary range is subject to change. Please confirm the starting salary with the hiring department before accepting a job offer.
  2. Candidates from the eligible list are normally appointed to vacancies in the lower salary range positions.

A Tax Auditor conducts or reviews field or office audits of accounting and related records of persons, businesses, and organizations to determine the accuracy of self-assessed tax payments to the City of Los Angeles; and performs internal audits of operations related to business tax and permit enforcement, audit, and administration.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

  1. Graduation from an accredited four-year college or university with a degree in Accounting; or
  2. Graduation from an accredited four-year college or university and satisfactory completion of 24 semester or 32 quarter units in the following courses: Principles of Accounting I and II; Intermediate Accounting I and II; Cost Accounting; Auditing and
  3. two of any of the following courses: Governmental Accounting I and II, Tax Accounting, upper-level Information Technology, or Managerial Accounting.
  4. PROCESS NOTES
    1. College seniors who are within six months of graduation from an accredited college or university may apply. However, they cannot be appointed until the full education requirement is met.
    2. Applicants filing under Requirement No. 1 must list their school name and location, type of degree earned and major in the Education Section of the City Application. Applicants who fail to provide the information on their application will not be considered further in this examination and their applications will not be processed.
    3. Applicants filing under Requirement No. 2 that have completed courses in Principles of Accounting I and II; Intermediate Accounting I and II; Cost Accounting; Auditing; Governmental Accounting I and II; Tax Accounting; upper-level Information Technology; or Managerial Accounting as stated in the requirement, must list the course titles with the number of semester or quarter units, school attended and completion dates in the Supplemental Questions Section of the City application. Applicants who fail to provide this information on their application will not be considered further in this examination and their applications will not be processed.
    4. A valid California driver's license is required. Applicants will be disqualified and not eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
    5. After being appointed to this position, Tax Auditors are expected to successfully complete an approximate seven-week class conducted by the City of Los Angeles, Office of Finance.

      2. Candidates completing the exam process will be contacted by the Personnel Department to provide required proof of qualifying degree or coursework. Applicants who wish to expedite this process may attach a copy of their qualifying degree; or their transcripts (annotated with qualifying courses as stated in Requirement #2, credit earned, and grade received) to their on-line application at the time of filing in the Attachments section.
      3. Tax Auditors are required to perform field audits that necessitate travel to and from work at various locations within or outside of Los Angeles, and/or outside of the State.
      4. Tax Auditors will be required to utilize their personal vehicle in the performance of their duties. Upon appointment, they will be required to furnish an automobile, properly insured, for use in City service. Mileage and per diem will be paid in accordance with established policies.
      SELECTIVE CERTIFICATION:
      In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training. Only persons possessing the following at the time of filing may be considered for appointment to fill such positions:
      1. A current and valid Certified Public Accountant (CPA) license issued by the California Board of Accountancy (CBA); or
      2. An active Certified Internal Auditor (CIA) certification issued by the Institute of Internal Auditors (IIA).
      3. NOTES:
        1.  Applicants must attach a copy of their Certified Public Accountant (CPA) license or Certified Internal Auditor (CIA) certification to the on-line application at the time of filing. The CPA license or CIA certification must be attached to the on-line application BEFORE the application is submitted. If the license or certification is attached AFTER the on-line application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted the license or certification. Applicants who fail to submit the CPA license or CIA certification at the time of filing by not attaching it to the on-line application will not be considered for the selective certification.
        2. Candidates with a current and valid Certified Public Accountant (CPA) license must be able to engage in the practice of public accountancy with no restrictions, terms, or conditions; and can perform audits and reviews.
        3. Candidates with an active Certified Internal Auditor (CIA) certification must have achieved certification status and reported required continuing professional education (CPE).

        In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the written test in the following order: 1) Applicants currently employed by the City of Los Angeles who meet the minimum requirements, or are on a reserve list; 2) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period's selection process.

        The examination will consist entirely of an interview. In the interview, the following
        competencies may be evaluated: Reading Comprehension, Judgment and Decision Making, Attention to Detail, Fact Finding, Customer Service, Oral Communication, Written Communication, Job Knowledge, including knowledge of: the elements of business operation as it relates to both large and small businesses, such as the type of industry and how revenue is generated; common business terminology as it relates to audits; source documents, such as the general ledger and income statements; secondary, non-standard sources of information pertinent to an audit, such as bank statements and rental agreements; General Accepted Accounting Principles (GAAP) and General Accepted Auditing Standards (GAAS); basic accounting terminology; the differences between cash and accrual accounting basis; accounting calculations used to convert fiscal year to calendar year and from cash to accrual basis; basic arithmetic; and other necessary skills, knowledge, and abilities.
         
        As part of the interview, candidates will be required to make a presentation to the interview board about an issue related to tax auditing. While the interview raters will not assign a separate score to the presentation, the interview raters will consider the appropriateness, practicality, and effectiveness of the presentation in their overall evaluation of the candidate's qualifications. Candidates should expect the interviewers to discuss the oral presentation with them during their interviews.
         
        Specific information regarding the presentation which will be made during the interview will be e-mailed to those candidates invited to participate in the interview.

        Prior to the interview, candidates will be required to complete an advisory technicalexercise, which will consist of written technical problems related to the duties and responsibilities of a Tax Auditor. This technical exercise material will not be separately scored, but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate. Those who do not complete the advisory technical exercise will not be invited to the interview and will be considered to have failed the entire examination. To be considered complete, the advisory technical exercise must include a substantive response for each question or problem included in the advisory technical exercise for which a candidate is required to provide an answer. Please note that candidates must complete the advisory technical exercise and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process.
         
        The advisory technical exercise will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps on how to complete the on-line advisory technical exercise. Candidates who fail to complete the on-line advisory technical exercise may be disqualified.
         
        For candidates who apply during Filing Period 1, it is anticipated that the on-line advisory technical exercise will be administered between JULY 13, 2020 and JULY 20, 2020.
         
        For candidates who apply during Filing Period 2, it is anticipated that the on-line advisory technical exercise will be administered between JULY 23, 2021 and JULY 30, 2021.
         
        Candidates will be notified by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or online.
         
        For candidates who apply during Filing Period 1, it is anticipated that interviews will begin during the period of AUGUST 3, 2020 to AUGUST 14, 2020.
        For candidates who apply during Filing Period 2, it is anticipated that interviews will begin during the period of AUGUST 13, 2021 to AUGUST 24, 2021.

        7. You may take the Tax Auditor examination only once every 18 months under this bulletin.
        8. In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22, 4.23 as applicable and within the required timeframe; however, the Personnel
        9. Department may respond to and resolve protests prior to the establishment of the eligible list.
        10. Notice:
          If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment. Not all positions in the City receive benefit coverage; you should inquire regarding the availability of employee benefits prior to accepting a position. City employees are required to be Disaster Service Workers.
