TRAINING & EXPERIENCE EVALUATION (T&E): The District reserves the right to utilize a training and experience evaluation. Applicant materials will be competitively reviewed and those candidates whose qualifications most closely meet the District's needs will be invited to participate in the technical oral exam panel (Pass/Fail).

ORAL EXAMINATION: The oral examination portion of the test may have multiple steps which may be administered on different days (100% of total score).

PARTICIPATION IN ALL PORTIONS OF THE EXAMINATION PROCESS IS BY OFFICIAL INVITATION ONLY. Candidates who do not participate and successfully pass all parts of the examination process will not be considered for the position.

POSITION DETAILS AND DUTIES:
FULL-TIME: EIGHT (8) HOURS PER DAY; TEN (10), ELEVEN (11) OR TWELVE (12) MONTHS PER YEAR. 

BASIC FUNCTION:
Under direction independently performs varied and complex specialized and technical purchasing responsibilities for a variety of materials, supplies, services and equipment in accordance with District standards and policies and all applicable legal requirements; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
This class is intermediate level job classification where an incumbent can work independently on complex purchasing tasks. An incumbent is expected to provide customer-responsive, cost-effective and high-quality purchasing services for customers, consistent with applicable legal requirements. Senior Buyer is distinguished from Buyer in that an incumbent in the former class typically carries out the most complex purchasing assignments that are technical and specialized and require research to establish specifications; sources of supply; competitive bidding; serious analysis or negotiations to obtain reasonable prices. The purchase process consists of interdependent and multiple steps. Purchase contracts are developed for high-dollar volume and these types of purchases may expose the District to significant potential risk that must be minimized.

This position is designated as staff and reports directly to an assigned supervisor.

Initial Qualifications:

EDUCATION AND EXPERIENCE:

  • Graduation from high school OR General Education Development (GED) equivalent AND eight (8) years of experience in a public agency in purchasing.
OR
  • Associate's degree OR a Recognized Purchasing Industry Certification AND four (4) years of experience in a public agency in purchasing.
OR
  • B.A or B.S degree from a recognized college or university AND two (2) years of experience in a public agency in purchasing.

LICENSES AND OTHER REQUIREMENTS:
  • Valid California Class C driver's license.
  • Official Department of Motor Vehicles (DMV) driving history record is REQUIRED UPON EMPLOYMENT PROCESSING. The Department of Motor Vehicles (DMV) driving history must be dated within the last thirty (30) days of the employment processing periodA DMV record obtained via the internet or online will NOT be accepted.

STEP 2-EXAMINATION (ANTICIPATED)

  • Oral Examination (may have multiple steps and/or depending upon the number of eligible candidates, the oral exam may be conducted as an oral written exam).

The tentative examination process for this position, which may be subject to modification, will include some form of a(n): application screening, initial qualifications screening, supplemental training and experience application screening, documentation(s)/ certification(s) screening, written examination, performance examination, illustration examination and/or the oral examination process.

Candidates will receive an email notification and/or regular mail of the examination date and time. EXAMINATION PROCESS:
Please note that the District reserves the right to add, eliminate or adjust testing steps and/or information on the posting at any time during the position posting and testing process. The process may include, but is not limited to, further testing inclusive of on-the-job testing, recruitment and recruitment extensions, which may be for less than fifteen (15) days after the certification of an eligibility list. As a result, there may be adjustments if reasonable or necessary.

REVIEW PROCESS:
If you would like to review your examination after receiving your test results notice, you must submit the "Examination Review Form" to Classified Personnel within seven (7) working days of the result notice date. You may obtain the "Examination Review Form" from the Classified Personnel department. It is the responsibility of the job applicant to submit the "Examination Review Form" within the designated time frame. If the requirements for the examination review are met, Classified Personnel will schedule an appointment for the review.

ELIGIBILITY LIST EXPIRATION:
Candidates who are successful in all of the screening and testing process will be placed on an eligibility list. Typically, an eligibility list for a classification expires after one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one (1) year or expire sooner than one (1) year. If an eligible candidate successfully tests for the same classification before the current eligibility list expires, the eligibility lists will merge and the eligible's most recent examination score will be applied. It is the responsibility of each eligible to know his/her eligibility list status. For questions about eligibility list status, please contact the Classified Personnel department.

LICENSE AND CERTIFICATION REQUIREMENT:
It is the responsibility of the employee to ensure that all licenses and certifications required for this position are up-to-date to remain in the position.
 
SELECTIVE CERTIFICATION (Personnel Commission Rules & Regulations 50.200.4G/ ED CODE 45277): Some positions may require the ability to speak, read or write a language in addition to English. Such certification and appointment shall be made from among the highest three eligibles.
