GENERAL STATEMENT OF DUTIES

Under general direction of the Senior Executive Director of Fiscal Services and in collaboration with the Executive Director of State and Federal programs, performs independent and responsible budget, position control, and administrative studies and assists in the preparation and monitoring of District and categorical budgets. 

SUPERVISION RECEIVED AND EXERCISED

Supervisory direction is provided by the Senior Executive Director of Fiscal Services. Responsibilities include direct supervision of technical and clerical staff.

ESSENTIAL FUNCTIONS

This position description is intended to describe the general nature and level of work being performed by the employee assigned to the position.   1. Commits to honoring IUSD's Mission, Vision, Core Values, Commitments, and Indicators of Student Success.
  2. Completes the development of necessary data for specialized financial and statistical reports for State and Federal Programs. E
  3. Monitors and analyzes fiscal revenue and expenditures. E
  4. Reviews, monitors, tracks, and analyzes position control information and ensures accuracy. E
  5. Develops forms and procedures relating to State and Federal compliance reports. 
  6. Maintains and updates State and Federal compliant budget expenditures. E
  7. Assists with accounting report preparation, as required by federal, state, county, District fiscal regulations and guidelines, and by generally accepted accounting practices. E
  8. Performs various clerical accounting support activities related to accounts payable and receivable, general ledger, classified and certified payroll accounting, and cash receipt. E
  9. Prepares reviews and corrects school, department and county budget and expenditures transfers; verifies account numbers and related information; conducts assigned internal audits. E
  10. Complete the budget expenditures tables for the Local Control Accountability Plan (LCAP). E
  11. Analyzes budget documentation to assure that expenditures are properly charged and do not exceed appropriations. E
  12. Will serve as a liaison between divisions, departments and the central budget.
  13. Perform other duties assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

  • The application of advanced budgeting, systems and procedures;
  • State and Federal compliance and budget requirements;
  • Local Control Accountability plan (LCAP) legal requirements;
  • Position control monitoring and analysis.

Ability to:

  • Work independently and effectively to complete daily duties;
  •  Comply with the time constraints of budgeting and position control;
  • Establish and maintain effective working relationship with all levels of District employees and organizational representatives;
  •  Comprehend, provide and effectively communicate oral directions;
  • Independently compose correspondence with effective command of writing, spelling, grammar and punctuation;
  • Filing, record keeping and general business office procedures;
  • Operate office machines including calculator, personal computer such as Microsoft Office and spreadsheet software;
  • Effectively complete duties with minimal supervision;
  • Ability to work under stress in order to meet deadlines.

QUALIFICATIONS

Any combination of training and experience, which would indicate possession of the knowledge, skills, and abilities, listed herein.

Education:

Bachelor's degree from an accredited College or University with a major in accounting, finance, or other directly related field.

Experience:

Three years of increasingly responsible budget oversight. Position control budgeting, monitoring and analyses. School district or higher education experience is preferred but not required. 

Personal Qualifications:

Character, personality and proper social capability to relate effectively with staff and community.

REQUIRED LICENSES AND/OR CERTIFICATES

A valid California driver's license and the availability of private transportation or the ability to provide transportation between job sites may be required.

The examination process for this recruitment may be comprised of one or any combination of the following: 

  1. A "paper screening" of the applicant's training, background, and experience; evaluation of responses on a supplemental application; written examination(s); qualifications appraisal oral examination; performance examination; or technical oral examination, scored on a job-related basis.  Only the most highly qualified candidates will be invited to continue in the examination process.  Successful candidates who pass all parts of the examination process will be placed on the eligibility list in order of their relative merit as determined by these competitive examinations.

Guidelines:

Classes, training or seminars must have been taken and successfully completed within the last two years from the closing date of the recruitment.
  3. Employees of the School District who have permanent status, whose most recent overall service rating is  "Satisfactory" AND who meet the education and experience requirements are eligible to compete.
  4. Promotional applicants may earn up to five (5) additional promotional points added to their final passing scores.  The promotional applicant will be eligible to earn up to one (1) point for each job related training and/or other job related continuing forms of education within the last two (2) years for a maximum of three (3) points.  In order to receive these promotional points, promotional applicants must submit verification of enrollment and completion of job related training and/or job related continuing forms of education when submitting their application.  Human Resources will determine job-relatedness of training or other continuing forms of education.
  5. Promotional applicants will also be eligible to earn up to two (2) points for excellent attendance.  A promotional applicant will earn two (2) points for having two (2) absences or less during the immediate preceding school year.  Promotional applicants with three (3) absences during the immediate preceding school year are eligible to earn one (1) point.  In the event a promotional applicant has more than three (3) absences, no additional promotional pontes will be provided.
