DEFINITION: Under administrative direction, the Business Intelligence (BI)/Application Developer is responsible for the BI configuration, management, analysis, design, development, implementation, maintenance, and support of reporting and analytics applications and business applications.
 
CHARACTERISTICS OF THE CLASS: The incumbent in this position will be responsible for the following areas: BI Solution Development and Testing, which includes assisting customers with the analysis, design, development, and testing of business intelligence query and reporting applications; Data Design and Extraction, which includes design, develop, and deployment of query parameters, layout, filters, and analytics for customer business solutions; BI Solution Deployment, which consist of design, development, and deployment of new and/or revised reports; Data Quality Assurance, ensuring data collection is within required quality standards and  maintaining the quality of Metadata Repository; and Strategic Alignment, working with clients to understand and identify the need for new products and services.

Examples of Duties / Knowledge & Skills

  • Participation and development in assembling reports and meeting dashboard requirements from multiple data sources
  • Create, enhance and maintain business model metadata to support business requirements; design, code, test, debug, maintain, implement and document applications and systems as assigned.
  • Serve as Subject Matter Expert on Operational Data Stores, Data Warehouse, and Data Marts development; guide the development design activities with input and data
    • dependencies.
    • Perform in-depth development by writing complex ETL/ELT jobs, PL/SQL queries, APIs on various source systems, data marts and data warehouse support of the requirements for various strategic and/or tactical projects
    • Perform data analysis related to process performance and data integrity issues; makes recommendations for improvements
    • Utilize statistics and data modeling to develop insights and dashboards
    • Develop tools to measure and track processes and system performance KPIs.
    • Provide support in quantitative and qualitative analytics from requirements, test design to analysis as well as supporting various business groups with reports, dashboards and executive presentations that drive various business Key Performance Indicators
    • Performs other related duties as required.

    Minimum qualifications & Requirements

    KNOWLEDGE, SKILLS, ABILITIES AND EXPERTISE:
    Knowledge
    • Knowledge of management information systems, design, and programming principles; and data processing and reporting concepts.
    • Knowledge of Software Development Life Cycle (SDLC) and Information Technology Infrastructure Library (ITIL) concepts.
    • Knowledge of release, change, configuration, and incident management.
    • Knowledge of relational and other data modeling techniques.
    • Knowledge of standard industry reporting technologies as well as reporting data elements such as data definitions.
    • Knowledge of industry standard ERP technologies such as ORACLE EBS.Skills
      • Skill in identifying and solving system and application problems, and underwriting work status reports.
      • Skill in coordinating work projects, providing technical assistance, working with persons of varying technical abilities in a team environment, and training others on reporting standards.
      • Skill in preparing data structures, flowcharts, logic flow diagrams, documenting system design, programming, and reporting procedures.
      • Skill in determining the reporting tools best suited for a given project, analyzing user data processing needs and develop/enhance appropriate reporting systems; and applying migration procedures.
      Abilities
      • Ability to create universe, design data model, build data loaders and ETLs.
      • Ability to pick up specific and industry standard reporting tool sets.
      • Ability to build computing systems from a variety of components to provide a business solution, including the ability to integrate application components and databases across computing platforms
      • Ability to explain complex technical information in business terms.
      • Ability to establish and maintain effective working relationships with various levels of agency personnel, clienteles, and the public
      • Ability to participate in functional unit testing, integration testing, stress testing, systems testing, and user acceptance testing.
      Expertise
      • Expertise in industry standard database systems such as MS, SQL, and Oracle.
      • Expertise and proficiency in Microsoft Excel, Pivot Tables, Analysis techniques and VBA.
      • Expertise in multiple industry standard reporting tools such as Crystal and Business Objects.MINIMUM REQUIREMENTS:
        A combination of education, training, and experience which demonstrates the ability to perform the duties of the position which includes:
         
        Education: Bachelor's or Master's degree from an accredited college or University with major coursework related to Management Information Systems, Information Technology, Computer Science or a closely related field.
         
        Training and Experience: Three of more year's progressive experience in Business Intelligence and application development.
         
        DESIRED QUALIFICATIONS:
        Experience in the following is desired: Developing and implementing enterprise-scale reports and dashboards using BI suite of tools; Business Intelligence configuration, administration, and environment troubleshooting; developing and publishing packages/multidimensional models from multiple data sources; programming and knowledge of the software development life cycle. Knowledge and working experience with ORACLE EBS is a plus but not required; expertise with in-depth analysis of SQL queries and query optimization is preferred.
         
        SPECIAL REQUIREMENT: Must possess a valid Class 'C' California driver's license.

        EXAMINATION:
