Description

Position Information: There is one current fulltime (8 hours/day, 5 days/week, Monday to Friday) position, non-exempt, assigned to the Department of Certificated Human Resources.  The position will be responsible for credential monitoring and other related certificated personnel matters.

GENERAL PURPOSE
 
Under direction of Assistant Superintendent – Human Resources or assigned supervisor, monitors and assists with performance of technical and specialized functions in support of the employment, credentialing and processing of District certificated employees; trains and assists staff, assists applicants and teachers to obtain and maintain teaching credentials; and determines salary placement and adjustments.
 
DISTINGUISHING CHARACTERISTICS
 
Credentials Specialist is a specialty classification in the Human Resources series, performing specialized administrative support in the Certificated Human Resources Department; provides technical and administrative tasks that support the employment of credentialed educators in the District.

Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
 

  1. Verifies and audits teachers and other certificated employees have proper credentials recorded with the County Office of Education and other agencies; provides information on credential requirements to administrators, teachers, substitutes and applicants; notifies certificated staff of credential expiration dates; maintains current information on credential requirements; monitors teacher assignments at all school sites to ensure proper credentials are held for the subjects being taught.
  2. Provides direction, assistance and detailed information in person and on the telephone regarding certificated employment opportunities, salaries and related matters to District staff, applicants and the public.
  3. Processes and submits applications to the Commission on Teacher Credentialing for newly hired teachers without teaching credentials.
  4. Evaluates and processes credential applications; evaluates transcripts, employment history and personal data on credential applications to determine if applicants meet state requirements for various credentials.
  5. Researches, implements and provides interpretation of District, county and state codes, policies and procedures regarding teacher credentials.
  6. Gathers, compiles and evaluates official transcripts and other information used to determine and recommend initial salary placement and annual salary reclassifications for certificated staff; determines new salary placement; types board reports.
  7. Assists with salary projections for budget preparation.
  8. Prepares various types of correspondence; oversees live scan fingerprint employment processing and certification.
  9. Maintains a variety of records and files regarding certificated personnel; prepares related reports; drafts, prepares, assembles, reviews and implements board actions and reports as they relate to certificated personnel.
  10. Inputs and maintains personnel data concerning certificated personnel.
  11. Reviews contract provisions and state requirements in response to employee inquiries regarding salary placement, leaves of absence, and credential requirements.
  12. Screens teachers and substitute teacher applications for appropriate credentials, English Learner Authorization, and other qualifications.
  13. Reviews documents for completeness and appropriateness of information.
  14. May provide directions to subordinate personnel in regards to certificated human resources matters.
  15. Performs other related duties as assigned.
  16. Qualifications

    MINIMUM QUALIFICATIONS
     
    Knowledge of:

    1. Laws, rules and regulations involved in processing certificated personnel.
    2. Certificated contract agreements.
    3. State credential requirements and process.
    4. Modern office practices, procedures and equipment.
    5. Record-keeping techniques.
    6. Operation of a computer terminal.
    7. Oral and written communication skills.
    8. Telephone techniques and etiquette.
    9. Correct English usage, grammar, spelling, punctuation and vocabulary.
    10. Interpersonal skills using tact, patience and courtesy.
    11. Applicable sections of the state education code and other applicable laws.
    12. District organization, operations, policies and objectives.
    13. Technical aspects of field of specialty.
    14. Basic research methods.
    15. Ability to:
      1. Provide direction and training to department staff.
      2. Perform a variety of technical duties concerning employment of certificated personnel.
      3. Read and interpret transcripts.
      4. Interpret, apply and explain rules, regulations, policies and procedures.
      5. Add, subtract, multiply and divide quickly and accurately.
      6. Understand and follow oral and written directions.
      7. Communicate effectively both orally and in writing.
      8. Work confidentially with discretion.
      9. Maintain records and prepare reports.
      10. Establish and maintain cooperative and effective working relationships with others.

      13. Operate a variety of office equipment such as a computer and calculator.
      14. Plan and organize work.Education, Training, and Experience:
         
        Option 1:
        • Graduation from high school, G.E.D. equivalent, or higher; and
        • At least four (4) years of progressively responsible human resources or complex clerical experience, which includes a minimum of one (1) year of experience in a certificated human resources department.
        Option 2:
        • Graduation from high school, G.E.D. equivalent, or higher; and
        • At least four (4) years of progressively responsible human resources or complex clerical experience, which includes a minimum of two (2) years of experience in a human resources department for a public agency.
        Credential processing experience in a school district certificated human resources department is desirable for this classification.
