Cross Connection Control Specialist II - $68,016.00 - $86,798.40 annually


The City of Anaheim Public Utilities Department seeks a dynamic and knowledgeable Cross Connection Control Specialist I or II to join the Water Field & Operations Division - Water Field Engineering Section. The Cross Connection Control Specialist is responsible for administering the Cross-Connection Control program. Under direction, plans, coordinates and administers various day-to-day activities pertaining to the City's Cross Connection Control Program including scheduling, and inspecting commercial and industrial facilities for compliance with ordinances and related regulations pertaining to backflow prevention, cross connections and water pollution; coordinates, monitors and performs cross connection control activities, including the inspection, testing and certification of backflow prevention devices; maintains the City's backflow prevention device database; investigates and identifies compliance issues; reviews construction plans; and communicates with regulatory agencies as required.
 
Candidates must possess a valid (1) Backflow Testers Certificate from the Orange County Health Care Agency or the American Water Works Association, (2) Cross Connection Control Specialist I Certificate from the American Water Works Association, and (3) California Class C Driver's License by date of appointment. And must maintain required certifications and license while employed in the classifications of Cross Connection Control Specialist I/II.  Experience and knowledge of recycled water regulations is desired, but not required.

A Cross Connection Control Specialist I performs more routine tasks and duties as compared to a Cross Connection Control Specialist II that performs a full range of duties as assigned.  The City of Anaheim reserves the option to hire at either Cross Control Connection Specialist I or II level based on candidate qualification and selection process.
 

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
  
Organizes and plans field inspections and surveys related to backflow prevention, cross connections and water pollution.
 
Inspects piping in commercial and industrial buildings, hospitals, multi-family residential units and restaurants for compliance with ordinances pertaining to backflow prevention, cross connections and water pollution matters.
 
Coordinates inspections with and provides information, as requested, to the Orange County Health Care Agency and the California Department of Health Services.
 
Checks plans for conformance to cross connection requirements; signs off on Building Occupancy Permits; monitors new City business licenses and Sanitation District Discharge Permits to decide if inspections are needed to determine potential for backflow situations.
 
Reviews results of periodic backflow prevention device tests to ensure proper testing by backflow testers.
 
Advises property owners, plant managers and maintenance engineers of correction for compliance with appropriate ordinances.  Advises contractors, property owners, landlords and facility supervisors of backflow installation and testing requirements; completes survey reports for filing; writes non-conformance violations.
 
Reads literature and attends classes to remain current on new cross connection control methods and procedures.
 
Perform related duties and responsibilities as required.

Qualifications

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities are as follows:

Knowledge of: Water distribution systems; hydraulics and plumbing systems; applicable State and local laws, rules, building codes, ordinances and related regulations governing backflow prevention, cross connections and water pollution including Title 17 of the Safe Drinking Water Act, and Uniform Plumbing Codes; plumbing techniques, practices and materials; industrial type water systems and sources of contamination and pollution.

Cross Connection Control Specialist I:
 
Experience: No previous field inspection experience required.  However, previous water utility maintenance and/or construction experience is preferred.
 
Ability to:   Learn to perform a range of water system backflow inspection activities with minimal supervision; learn to conduct a variety of backflow tests; recognize potential backflow problems; organize and maintain accurate and complete records; properly read plumbing plans; deal firmly and tactfully with contractors, property owners and management companies to resolve issues; learn to effectively coordinate the operational aspects of the Department's Cross Connection Control Program with other City departments, the Orange County Health Care Agency and the California Department of Health Services; effectively communicate clearly and concisely, both orally and in writing; use a personal computer and a variety of data base and other software to accurately maintain records and files; and establish and maintain effective working relationships with those contacted in the course of work.

Cross Connection Control Specialist II:
 
Experience: Responsible, journey-level experience in conducting cross connection inspections. Experience in maintaining, coordinating and administering a cross connection program is helpful.
 
Ability to: Accurately perform a range of water system backflow inspection activities with minimal supervision; conduct a variety of backflow tests; recognize potential backflow problems; organize and maintain accurate and complete records; properly read plumbing plans; deal firmly and tactfully with contractors, property owners and management companies to resolve issues; effectively coordinate the operational aspects of the Department's Cross Connection Control Program with other City departments, the Orange County Health Care Agency and the California Department of Health Services; effectively communicate clearly and concisely, both orally and in writing; use a personal computer and a variety of data base and other software to accurately maintain records and files; and establish and maintain effective working relationships with those contacted in the course of work.

Cross Connection Control Specialist I/II - License/Certification Required:
  • Possession of a valid Backflow Testers Certificate from the Orange County Health Care Agency or the American Water Works Association, by date of appointment.
  • Possession of a Cross Connection Control Specialist I Certificate from American Water Works Association, by date of appointment.
  • Possession of a California Class C Driver's License, by date of appointment.
  • Ability to maintain required certifications and license while employed in the classifications of Cross Connection Control Specialist I/II.

Supplemental Information

The City of Anaheim reserves the option to hire at either Cross Control Connection Specialist I or II level based on candidate qualification and selection process.
