Los Angeles Superior Court is seeking dynamic, well-qualified, and highly-motivated individuals to fill the position of IT Case Management Systems Coordinator (Applications Support Coordinator) within its Court Technology Services department.

Los Angeles Superior Court is the largest unified trial court in the United States with nearly 600 courtrooms presided over by 550 bench officers and 4,500 full-time employees. The Court has 40 Court locations, serving 88 cities, and 118 law enforcement agencies countywide.
 
IT Case Management Systems Coordinator (Applications Support Coordinators) oversee, coordinate, and guide the work of Applications Support Center staff involved in the installation, maintenance, support, and modification of court case management systems. Incumbents manage, oversee and monitor projects, including meeting with users to analyze and determine needs and objectives, developing detailed requirements, documentation, and project plans, and ensuring projects are completed on schedule, overseeing project implementation, and staying apprised of project status and meeting with users to ascertain project successes and to identify problems encountered. Incumbents are expected to exercise sound independent judgment in managing the installation, maintenance and support of high-quality, customer-focused systems, efficiently and cost effectively.

SELECTION REQUIREMENTS:
To qualify, you must meet one of the following options upon the final filing date of this bulletin:

OPTION I: Two years of progressively responsible experience at the level of Business Systems Analyst III or Applications Development Analyst II working for the Los Angeles Superior Court.

*OPTION II: Graduation from an accredited four-year college or university with a major in information systems, information technology or a closely related field; -AND- Two years of experience in performing business process analyses at the level of Los Angeles Superior Court Business Systems Analyst III. At the level of Business Systems Analyst III is defined as performing complex systems analysis, design, implementation maintenance of systems, business process documentation and reengineering; serving as project lead, meeting with users to determine user needs and customer requirements, defining project scope, analyzing, and designing system requirements; making recommendations on proposed systems, software, upgrades, modifications, automation, and solutions.

*OPTION III: An Associate of Arts degree from an accredited college or university with a major in information systems, information technology or a closely related field; –AND- Four years of experience in performing user support, testing and related functions for case management systems, at least two of which were at the level of a Business Systems Analyst III. At the level of Business Systems Analyst III is defined as performing complex systems analysis, design, implementation maintenance of systems, business process documentation and reengineering; serving as project lead, meeting with users to determine user needs and customer requirements, defining project scope, analyzing, and designing system requirements; making recommendations on proposed systems, software, upgrades, modifications, automation, and solutions.


Note:  Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
 

No out-of-class experience will be accepted.

A valid California Class C driver's license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

DESIRABLE QUALIFICATIONS:
The ideal candidate will possess the following desirable qualifications:
  • Knowledge of principle, and practices of systems analysis and design, principles, and applications development methodologies.
  • Experience using project management tools and techniques, including preparation and management of detailed project schedules, implementation scheduling, change management and control, communication of project status to the project team and management.
  • Experience interviewing users to document current business process workflows to assess best approaches for improved workflows.
  • Experience in leading a small team in project activities, such as feasibility analysis, impact analysis, business requirements definition, creation, and execution of test plans.
  • Ability to balance responsibilities for multiple projects to ensure timely, high-quality results.
  • Ability to set priorities and organize work to complete project responsibilities efficiently and effectively.
  • Communicate clearly, effectively and convey understanding to technical and non-technical audiences verbally and in writing.
  • Experience using standard productivity or reporting software such as Microsoft Project, Excel, Word, and Crystal Reports, etc.
  • Experience providing support of business or financial systems.
  • Knowledge of database management systems and software.
  • Knowledge of database modeling and reporting, backup and recovery, data analysis, and SQL skills.


EXAMINATION INFORMATION:
PART I: Qualifying evaluation of education, training and experience based upon submitted application materials and supplemental questionnaire.

PART II: An online examination, weighted 100%, covering the areas listed below. No person may complete this assessment more than once every 12 months.
  • SOFTWARE TESTING - Covering dynamic techniques, fundamentals, levels, management, monitoring, and types.
  • SOFTWARE CONFIGURATION MANAGEMENT - Covering CM basics, CM data, CM planning, configuration audits, configuration control, configuration identification, configuration status accounting, defect tracking, and general knowledge.
  • SOFTWARE BUSINESS ANALYSIS - Covering business process, diagramming and modeling, documentation, joint application development, methodologies and tools, project development, requirements gathering, system design, and user interface.
  • SOFTWARE QUALITY ASSURANCE - Covering audits and reviews, defects and bugs, implementation, measurements, metrics and standards, overview, personnel and tools, processes, and software testing.
  • CUSTOMER REQUIREMENTS ANALYSIS - Covering analysis, building the system, data gathering methods, defining the system, documenting, problem analysis, user needs analysis, and validation.
