What We Do
The Finance Department provides a variety of services to other City departments and to the public that includes finance/accounting, budget, and revenue. The Finance Department is responsible for the management and oversight of the City's budget, purchasing, accounts receivable and payable, investments, business tax collection, audits, business and transient occupancy tax collections, cashiering functions, utility billing and accounting activities.

What We're Looking For
The City of Beverly Hills is seeking an outstanding Accountant II with exceptional technical accounting skills to perform a variety of complex accounting duties for the Administrative Services Department's Accounting Division.  Additionally, the Accountant II may lead the implementation of accounting related projects and new software modules of the City's ERP system, and therefore should possess strong project management skills, seeing projects through to completion.  In addition to being detail oriented and possessing excellent customer service and communication skills, the ideal candidate should be innovative, forward-thinking, and looking for ways to improve processes, and increase efficiencies.  This position reports directly to the Accounting Manager.

Selection Process
Candidates who meet the minimum qualifications and whose interests and experience appear to meet the desired qualifications of the position will be invited to participate in the next steps of the recruitment process which will include:

All applicants will be notified of their status approximately 2 - 3 weeks after the close of the recruitment. Candidates who are successful and placed on the eligibility list for Accountant II, may also be used to fill lower level Accountant positions.

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Major Duties

Accountant II's perform professional accounting and payroll work; record and report financial transactions and budgetary control for assigned funds and city departments; review fiscal records and prepare financial reports, statements and analysis.

Some of the core duties include, but are not limited to:

  • Participates in the preparing, posting, balancing and reconciliation of the General Ledger and subsidiary accounts.
  • Prepares and maintains complex accounting clerical records such as accounts payable, accounts receivable, general accounting and payroll.
  • Controls accounts and funds for various City departments and projects including revolving and enterprise funds, revenue, investments and special funds; determines if funds are available and expenditures properly classified; researches and analyzes transactions to resolve budget problems; provides analysis of available funds at management request.
  • Prepares work papers, financial statements and various reports for Federal, State and other outside agencies as well as for internal accounting.
  • Analyzes and prepares reports of fund balances projections and reviews with operating departments.
  • Audits and processes payments for various contracts and miscellaneous expenses.
  • Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts amendments and other documents to insure grant compliance.
  • Monitors and maintains records of City's fixed assets.
  • Participates in the administration of the City investment program; prepares investment activity summary.
  • Recommends or implements changes in accounting systems and procedures.
  • Assists departmental personnel with budget activity, proper expenditure coding, document preparation and other accounting related activities.
  • May provide functional or technical guidance to lower level accounting personnel.

Minimum Qualifications

  • Bachelor's degree in Accounting, business administration or related field
  • Two (2) years experience comparable to that gained by an Accountant I in the City of Beverly Hills, or any equivalent combination of education and experience.

Knowledge, Skills & Abilities

  • Knowledge of accounting principles and practices to include principles of financial administration, budgeting and reporting.
  • Knowledge of modern office practices, procedure methods and equipment to include computer systems and applications.
  • Knowledge of principles of supervision and training subordinates.
  • Knowledge of Federal and State grant regulations and guidelines.
  • Skill in examining, analyzing and verifying financial documents and reports
  • Skill in preparing a variety of financial statements, reports and analyses
  • Skill in communicating clearly and effectively both orally and in writing.
