Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam: Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.  Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.

REQUIRED EXPERIENCE MUST BE FULLY MET AND INDICATED ON THE APPLICATION BY THE LAST DAY OF FILING.  NO WITHHOLDS WILL BE ALLOWED.

VERIFICATION OF EXPERIENCE
Experience gained in a position performing similar kinds of work which provides the knowledge, skills, and abilities required for the higher level positions will be accepted. Experience claimed will be verified and evaluated to determine if the type, level or length of experience is qualifying. Applicants must supply sufficient information for this evaluation to be made. Applicants claiming such experience in County service must present, at time of filing, written proof of this experience in a Verification of Experience Letter approved by their Division Head and submitted with the application. TheVerification of Experience Letter will then be forwarded by Exams Unit to the Chief of Human Resources Division, Public Works or authorized representative for approval. Credit will only be given for out-of-class experience to meet the selection requirements only.

Essential Job Functions

A Principal Network Systems Administrator is responsible for performing a combination of the following essential job functions:  supervise the daily operation of the Network Infrastructure Team, coordinate team work schedules and resource allocation for projects; create yearly budget projections and monitoring expenditures; review and approve requisitions of equipment and services; monitor requests and help call tickets to make sure they are handled within established service agreements; serve as a project lead in evaluating, recommending, and implementing network equipment, management solutions, and configuration changes; review network configuration designs to ensure infrastructure compatibility, optimal utilization, high availability and adherence to established information security procedures; research and evaluate new or alternative network devices, and management tools; perform or oversee the installation of network device operating system upgrades, patches, and new software version releases; coordinate new system implementation and configurations with internal customers, vendors, and other County agencies; serve as the senior-most technical lead, managing the operational availability and security of the network infrastructure using management utilities, administrative software, and monitoring tools (e.g. Network Probes, Local/Wide Area Network Management Software, Network Operating Systems, Network Access Control Servers, Network Firewalls, Network Monitoring Tools, etc); perform or supervise technical personnel in the design, configuration, and installation of network routers, switches, wireless devices and associated software; lead in the analysis, diagnosis and resolution of complex network issues related to hardware, software, and circuit outages; support customers working remotely using Virtual Private Network (VPN) access through RSA SecureID tokens; fulfill network requests for new circuit installations, network device purchases, and VPN access; troubleshoot network related help calls; monitor and analyze network performance and utilization; recommend and supervise the implementation of system changes to the network infrastructure; assess network bandwidth utilization and recommend appropriate changes using network analytical tools (i.e. Netscout nGenius Performance Manager); and review and evaluate Internet proxy server utilization and system policies using Blue Coat Web Administration console and reporting tools.

Requirements

SELECTION REQUIREMENTS
OPTION I:  Two (2) years of experience at the level of a Senior Network Systems Administrator*.

OPTION II: Five (5) years of progressively responsible**, full-time experience planning, designing, installing and maintaining complex network infrastructure in a centralized IT organization*** with a high-availability environment****.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS
Physical Class III - Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

SPECIAL REQUIREMENT INFORMATION
*Experience at the level of a Senior Network Systems Administrator is defined as: provides comprehensive support of complex network and server operating system environments. Under direction, incumbents perform a wide-range of network-related duties, including the design, implementation, and maintenance of complex networks.

**Progressively responsible is defined as work experience that clearly shows an upward progression in the level of duties and responsibilities from one job to the next.

***Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official for the department or major organization unit, for providing comprehensive IT services including analysis, design, acquisition, and/r or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organizational unit.

****High-availability environment is defined as systems and components that are continuously operational without failure for a desirably long length of time.

Additional Information

EXAMINATION CONTENT
This examination will consist of an evaluation of education and experience based on application information weighted 50% and an Appraisal of Promotability weighted 50%.  The Appraisal of Promotability will evaluate such factors as knowledge and skills, personal and public relations, productivity, written and oral communication, adaptability, dependability, and supervision.
 
Candidates must achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the eligible list.
 
Final results will be sent by U.S. postal mail.  Test scores cannot be disclosed over the phone.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.
