DEFINITION:
Performs highly specialized and complex information systems analysis and design tasks, and provides technical leadership in IT strategic planning, business automation planning, business process improvement and application development. Acts as a lead or technical consultant for complex systems development projects and may supervise lower level Information Systems Analysts and other technical staff.

CLASSIFICATION STANDARDS:
This is the principal-level in the Information Systems Analyst series and generally reports to an Information Technology manager. Positions require the application of significant technical knowledge and analytical skills necessary to design or develop information systems solutions in complex problem areas. Incumbents understand and are able to apply advanced principles, concepts, and methods of application analysis and design. Incumbents work on one or more major systems, which are characterized by their critical nature, size, application, or technical complexity. Incumbents play a lead role in defining requirements for or designing application functionality and performance characteristics. Principal information systems analysts may provide technical direction for a project or application, or a portion or module of a very large and complex project or application, and may lead a team of analysts, developers, other technical staff, and subject matter experts engaged in all phases of the system development lifecycle.

Information Systems Analysts are distinguished from Application Developers in that incumbents focus on the analysis, design, testing and systems implementation tasks and do not perform programming duties as an essential job function. They are distinguished from Senior Information Systems Analyst by the incumbents serving as technical experts involving information systems design along with project lead or supervisory responsibilities.

Essential Job Functions

  • Electronic Data Interchange (EDI) Management - Understanding of various EDI transactions such as 837, 835, 999, and 277 related to professional and institutional claims. Defining new requirements to incorporate various departmental specific information in EDI files, defining new requirements as part of legislative changes, assisting providers and other stake holders in understanding the EDI transactions, trouble shooting various system issue related to EDI, monitoring and tracking of State level changes to EDI, following up with vendor to make sure the transactions follow HIPAA standards etc.
  • Support Contract Provider Support Staff in EDI testing of new and existing Providers and maintain Digital Certificate process and schedule.
  • Supervise staff of technical support personnel responsible for providing tier two Provider Support activities for Electronic Health Records (EHR) System, Revenue Management System, and EDI testing of current and new providers.
  • Guide staff through new procedures to implement changes necessary for policy and regulatory compliance.
  • Represents Electronic Health Record (EHR) System, Revenue Systems unit in workgroup meetings, presenting DMH needs and communicating back workgroup requirements to IT and business leads.
  • Collaborate and coordinate with Department front line Helpdesk to ensure smooth transfer of tickets, work assignments, change control activities, and resolution of any escalating issues.
  • Participate in the creation of procedures, technical documentation and provider alerts notifying customers of system, policy and regulation changes.
  • Manage and assign testing and validation necessary of system modifications for the monthly build and/or change requests deployments.
  • Perform information systems analysis, troubleshooting and problem resolution relating to complex EHR healthcare systems.
  • Monitor, manage and assign tickets (received via helpdesk system, telephone and/or emails) to staff according to workload and specialty.
  • Participate in hiring process including interviewing, training, and evaluation of staff performance.
  • Apply advanced technical information systems concepts and analysis methodologies to resolve highly complex and critical EHR issues associated with the implementation, maintenance and support of major multiple EHR systems. 
  • Research issues, initiate and facilitate discussions with appropriate disciplines; lead and coordinate analysis and resolution activities; monitor for completion and report status.
  • Perform as project manager to implement complex or long term solutions.
  • Provides technical expertise to project managers, department management, and/or user management regarding one or more major system development or maintenance efforts.
  • Solves the more complex application software and system performance problems.

Requirements

SELECTION REQUIREMENTS:
Option I: Graduation from an accredited college with a bachelor's degree* in Computer Science or Information Systems and four (4) years of progressively** more responsible, full-time experience in a centralized Information Technology organization*** performing information systems analysis and design for complex systems****. -OR-

Option II: Two (2) years of experience, within the last three (3) years at the level of the Los Angeles County class of Senior Information Systems Analyst*****. -OR -

Option III: Five (5) years of progressively** responsible, full-time experience in a centralized Information Technology organization*** performing information systems analysis and design for complex systems****.

License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class II – Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:
**Progressively more responsible experience is work experience that clearly shows an upward progression in the level of duties and responsibilities from one job to the next.

***Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Integration Technology official for the department or major organizational unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organizational unit.

****Complex Systems is Enterprise software that are categorized by business function.  Each type of enterprise application can be considered a "system" due to the integration with a firm's business processes.  A complex system is an enterprise application that encompasses many interfaces to source data and/or interactions with other applications.

*****Senior Information Systems Analyst in the County of Los Angeles is defined as: Under direction performs specialized information systems analysis and provides expertise in one or more areas of systems analysis. May act as a team leader or coordinator.


*In order to receive credit for any college or university course, or any type of college or university degree, or any certificates, such as Bachelor's or higher, you must include a legible copy of the official diploma or official transcripts from the accredited institution which shows the area of specialization with your application at the time of filing or within 15 calendar days of filing.

ACCREDITATION: Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).

DESIRABLE QUALIFICATIONS:
  • Experience in implementation/support of health care billing and reimbursement Systems utilizing health care Electronic Data Interchange (EDI).
  • Experience in leading one or more technical teams completing the Electronic Health Records (EHR) implementation and support.
  • Experience in data analysis utilizing complex SQL statements in database management systems (e.g., SQL Server, Oracle, Caché etc).
  • Experience in Project Management.
  • Certification from the Project Management Institute (PMI) as a Project Management Professional (PMP)*.

Additional Information

EXAMINATION CONTENT

This examination will consist of an evaluation of training and experience based on information provided on the application and supplemental questionnaire weighted 100%.  Additional credit will be given for experience, training, and/or certificate related to desirable qualifications.

Candidates must achieve a passing score of 70% or higher in order to be placed on the eligible register. 
 
Final results will be sent by U.S. Postal Mail.  Test scores cannot be disclosed over the phone.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

Applications will be processed on an as received basis and promulgated to the eligible register accordingly. 

No person may compete for this examination more than once in a twelve (12) month period.

AVAILABLE SHIFT
While the positions in the Chief Information Office Bureau normally work during regular County daytime business hours, appointees may be required to work any shift, including evenings, nights, holidays or weekends.
