Description

Under general supervision, performs highly skilled and responsible accounting and in financial or related activity in the City including, accounts payable, accounts receivable, payroll and benefits, grants and enterprise fund accounting, or any other areas of general accounting; maintains complex records requiring specialized knowledge in governmental accounting; compiles and prepares detailed statistical and narrative reports; performs difficult statistical typing reports in the preparation and maintenance of accounting documents; does related work as required.

Examples of Duties

Representative Duties
Under general supervision, performs highly skilled bookkeeping, statistical and clerical work in any financial or related activity in the City. 

  • Duties for this position vary based on the department assignment but may include any and all of the following: accounts payable processing, accounts receivable and collections processing, grants and enterprise fund accounting, prepares accounting reports and performs related activities;
  • Prepares bank deposit slips, reconciles bank statements and balances special accounts, and maintains complex records requiring specialized knowledge;
  • Assists in preparation of department and special fund budgets, compiles and prepares detailed statistical and narrative reports;
  • Performs difficult statistical typing;
  • Prepares and maintains accounting documents;
  • Does related work as required. 
  • Assists with audits and fiscal reviews;
  • Prepares reports, journal entries and trial balances;
  • Posts and maintains special ledgers and records;
  • Maintains special listings, records, and correspondence; reviews, posts, checks and maintains payroll records;
  • Maintains sick leave, annual leave, payroll deductions and similar records;
  • Makes necessary payroll calculations;
  • Prepares and types payrolls, withholding and other reports and similar documents;
  • Provides information concerning payroll and benefits to employees and department representatives;
  • Reviews requisitions, invoices, receiving papers and purchase orders, and verifies approval and computations of same;
  • Prepares and maintains the accounts payable register;
  • Assist in specialized surveys, prepares narrative and statistical reports, record sheets and listings;
  • Prepares or assists in the preparation of state and federal financial, tax and statistical and compliance reports requiring specialized departmental information and knowledge of state, county, federal and other special funding regulations.?
Organizational Responsibilities
Positions in this class report to an Accountant or Finance Manager and are normally assigned to the Finance Department or City Treasurer's Office and are responsible for a major activity or combination of activities such as accounts payable, collections, payroll, other technical records work and other related duties as assigned. 

Typical Qualifications

Education and Experience
Graduation from high school, including or supplemented by courses in accounting, bookkeeping and office practices, or four (4) years of progressively responsible clerical experience in financial, statistical or related area, or any combination of education and experience that demonstrates the skill-level required.
 
Knowledge and Abilities
Good working knowledge of procedures, policies, rules, and practices of accounting, financial record keeping, and statistical procedures; of modern office equipment, methods and procedures.  Must have the ability to compose difficult letters independently; to set forth and supervise the work of a small group of clerks; to understand and carry out oral and written directions; to interpret general policies and procedures and apply them to specific situations; modern public relations methods and practices; the practices of financial record keeping, including accounting; modern office equipment and filing system. 
 
Physical Demands and Working Conditions
This position requires the use of a computer keyboard and a variety of calculators.  Requires sitting for prolonged periods of time, standing, kneeling, bending, twisting, reaching and grasping, and in the course of work, may require lifting or moving standard-size file boxes.
 
Skills
Must accurately type at a rate of 45 net words per minute; statistical typing at 100 strokes per minute; Must be proficient in accounting, statistical analysis, Microsoft Excel and in the use of electronic financial and accounting systems. Must be skilled in Microsoft Office Word.  In some department operations, bilingual ability may be an asset. 
 
License
Must have and maintain a valid Class C California Driver's License.
