What We Do
The Finance Department provides a variety of services to other City departments and to the public that includes finance, accounting, budget, and revenue. This department is responsible for the management and oversight of the City's budget, purchasing, accounts receivable and payable, investments, business tax collection, audits, business and transient occupancy tax collections, cashiering functions, utility billing and accounting activities.

What We're Looking For
The City of Beverly Hills is seeking an outstanding Budget & Financial Analyst who will assist with development, management, implementation and review of the City budget. This Analyst will have primary responsibility for the coordination and compilation of the budgets of several City departments.  The Budget & Financial Analyst will also take responsibility for various other key areas of the budget such as CIP, personnel budgeting, internal service charge calculations and allocations.  Additionally, this position may assist with other special assignments/projects for the Finance Department. This position reports directly to the Budget & Revenue Officer. Candidates for this position must  possess  exceptional  analytical  abilities,  a  strong  financial  background,  attention  to  detail,  and  strong communication skills.

Selection Process
Candidates who meet the minimum qualifications and whose interests and experience appear to meet the desired qualifications of the position will be invited to participate in the next steps of the recruitment process which will include:

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Major Duties

Some of  the core duties include, but are not limited to:

  • Participate in the activities and operations of the Office of Management and Budget Division including preparing the City's operating and capital budget; plan, direct and manage the coordination of citywide budget activities, including workplans, performance measurements and community standards review. Prepare the budget for merge to the financial information system after adoption.
  •  Evaluate and project salary and benefit expenses and analyze the impact of current/proposed personnel levels; evaluate the impact of management audits and department restructuring.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staff levels.
  • Conduct cost/benefit analyses.
  • Prepare internal service allocation schedules, cost allocation plans and fee studies.
  • Review departmental staff reports related to the budget.
  • Develop the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
  • Develop and maintain comprehensive financial reports; prepare regular financial reports to include budget-to-actual revenue and expenditure information; analyze significant variances and present information to departments and City Management.
  • Provide highly responsible and complex administrative support to the Administrative Services Director/Chief Financial Officer.
  • Attend and participate in professional organizations; stay abreast of new trends and innovations in the field of public finance.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Perform related duties as required.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major course work in finance, accounting, public or business administration or a related field.  
  • A Master's degree is highly desirable.
  • Four (4) years of increasingly responsible analytical or administrative experience.

Knowledge, Skills & Abilities

Knowledge of:

  • Principles and practices of municipal budget preparation and administration.
  • Principles and practices of performance measurement.
  • Principles and practices of program development and administration.
  • Methods and techniques of cost accounting, internal controls and management audits.
  • Principles of public or financial accounting.
  • City functions and associated financial management and reporting issues.
  • Principles and practices of business data processing particularly related to the processing of accounting and financial information. 
  • Principles and practices of management, supervision, training and performance evaluation.
  • Pertinent federal, state and local laws, codes and regulations.
  • Strong computers skills related to business applications and general financial software.
Ability to:
  • Oversee and facilitate a comprehensive municipal budget process.
  •  Participate in the development and administration of program goals, objectives and procedures.
  •  Prepare clear, concise and accurate administrative and financial reports.
  •  Analyze problems, identify alternative solutions, project consequences of  proposed actions and implement recommendations in support of goals.
  • Establish and implement new citywide policies and procedures.
  • Research, analyze and evaluate new service delivery methods and techniques.
  • Interpret and apply federal, state and local policies, laws and regulations.
  • Interpret documents such as laws, regulations, and reporting requirements pertaining to municipal finance.
  • Speak effectively before groups and employees of the organization. Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Perform public speaking and/or present training to a large audience.
  • Train other city staff on policies, software, etc.
  • Work long hours and extra days when needed.
Skill to:
  • Use computers and related word processing, spreadsheet, database and presentation software.
