DUTIES INCLUDE BUT ARE NOT LIMITED TO:
Plans, organizes, supervises, and evaluates the operation activities of the Treasurer and Tax Collector's Banking and Remittance Division that includes providing recommendations in the staffing plan during property tax peak seasons regarding the recruitment, training, and supervision of temporary staff.
Develops, implements, and maintains procedures necessary to ensure the security of the Banking and Remittance Division operation areas and participates in the safeguarding of all monies and negotiable items on hand.
Provides supervision over the performance of the Mail and Remittance Processing and/or Cashiering Units operational activities that includes planning, assigning, and scheduling work, as well as maintaining the Department's system of discipline for subordinate staff.
Monitors and evaluates the work of subordinate staff to recognize, improve, and/or enhance performance that includes identifying and providing training opportunities for Unit supervisors and subordinate staff.
Organizes and controls the activities of Unit supervisory personnel to reduce operating costs and improve services to the public and to County departments.
Develops, implements, and supervises the exercise of cash and check controls for authorized personnel and the conduct of internal cash and check audits.
Directs the compilation and drafting of a variety of statistical reports to Treasurer and Tax Collector Senior Management on Banking and Remittance operations.
Coordinates the work of Banking and Remittance operations with that of other sections and divisions of the Department of the Treasurer and Tax Collector, other County departments, and major Los Angeles banks.
Assists in budget preparation and monitoring overtime and expenditures, including supply requests.
Collaborates with vendors and the Department's Systems Division to identify and develop system enhancements, oversee testing of program modifications prior to implementation, and move those enhancements into the production of special projects.
SELECTION REQUIREMENTS:
OPTION 1: Three (3) years of experience with an organization receiving collections, verifying the validity of payments, processing various walk-in and mail-in payments, balancing, cashiering and ensuring accountability of funds received, one year of which must have been at the level of Tax Services Supervisor II* or higher.
OPTION 2: Four (4) years of experience as an Operations Officer**, Assistant Branch Manager***, or Branch Administrative Officer**** of a major bank.
SPECIAL REQUIREMENT INFORMATION:
*In the services of the Los Angeles County, Tax Services Supervisor II supervises a major area engaged in the various aspects of researching and resolving tax billing, processing and discrepancies for tax determination or collection purposes.
**The Operations Officer assists and supports the Assistant Branch Manager with everyday operational activities such as cashier window transactions, bank deposits, posting discrepancies, training, and supervision of the branch.
***The Assistant Branch Manager assists in planning, developing, implementing, directing, evaluating the work of the branch, and resolving policy issues and problems as they arise. Assists in preparation of correspondence, reports, and studies related to the operations to the branch.
****The Administrative Officer assists senior management with management of administrative services of the branch, such as the day-to-day management of facilities, mail processing, courier service, branch operations support and compliance, security and safety-related functions, and operations training.
LICENSE:
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
2 - Light: Positions within this class require light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable walking may be involved.

EXAMINATION CONTENT:
This examination will consist of two (2) parts:
PART I: An evaluation of training and experience based on application information, desirable qualifications and supplemental questionnaire weighted at 15% of the final score. Applications and all the documents will be fully reviewed. Each candidate's background will be evaluated on the basis of information submitted at the time of filing to determine the level and scope of the candidate's preparation for this position.
Only those candidates scoring 70% or higher will proceed to Part II of this examination.
PART II: Structured Oral Interview weighted at 85% of the final score which will assess experience, communication and interpersonal skills, and analytical/decision-making and management/administrative abilities to perform the duties of the position.
Candidates must achieve a minimum score of 70% or higher in order to be placed on the eligible list.

While the guides will help in preparing for the test, we advise you to review all related materials that you deem necessary.
ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade on the examination will be placed on the eligible list, and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.
VACANCY INFORMATION:
The resulting eligible list will be used to fill vacancies in the Department of Treasurer and Tax Collector, located at the Hall of Administration, 500 West Temple Street, Los Angeles, California 90012.
