The Los Angeles County Employees Retirement Association (LACERA) administers and manages the $55+ billion retirement fund for the County of Los Angeles. We provide retirement, disability, and death benefits to eligible County employees and their beneficiaries, and collect, deposit, invest, and manage retirement funds collected from the County, outside districts, and County employees.

ABOUT THE POSITION: The position is assigned to the Financial and Accounting Services Division's (FASD's) General Accounting Section, Reconciliation Unit.  FASD is responsible for managing LACERA's financial operations in accordance with established fiscal policies. FASD is divided into two operational areas: the Investment Accounting and General Accounting Sections.
 
The Investment Accounting Section is responsible for recording, monitoring, and reconciling financial transactions related to LACERA's investment portfolio.
 
The General Accounting Section is responsible for recording, monitoring, and reconciling financial transactions related to the collection of retirement contributions, payment of retiree benefits, and payment of administrative and non-administrative expenses.

Vacancy Information: The current vacancy is in the General Accounting Section, Reconciliation Unit in the FASD.

Work Schedule: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday) for at least the first six (6) months of employment.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

The following examples are intended to describe the general nature and level of work performed by persons assigned to each classification. Depending on the assignment, duties may include, but are not limited to the following:

Performs a variety of staff, systems, and cost accounting assignments in connection with the overall operation of a moderate or large scale accounting system and has immediate responsibility for one or more of the following:

Interpreting the accounting and other financial provisions of a variety of laws and regulations, recommending steps for their implementation.

Conducting the less complex cost surveys, revenue analyses, and accounting systems and procedural studies, writing reports of findings in which recommendations for modifications or other action are made, and participating in installation of systems and procedures.

Compiling and evaluating complex consolidated and operating statements, final accountings for large construction and other projects large budgets, and claims for reimbursement from other government agencies or private contractors.

Performing routine audits of the books of other governmental agencies or private contractors and writing audit reports; or conducting an internal audit program approaching in complexity the former.

May serve as liaison with other County departments or governmental agencies concerning accounting matters.

May supervise a small supporting accounting technical and clerical staff.

May review and participate in day-to-day accounting and bookkeeping operations such as setting up accounting books or subsidiary records, classifying accounting transactions, posting and journalizing, taking trial balance, reconciling and personally preparing year-end closing transactions as an incident to performing other more difficult accounting assignments.

May be required to perform other duties as assigned.
 

REQUIREMENTS

MINIMUM REQUIREMENTS:

Education: Completion of twenty-one (21) semester units of accounting including at least two (2) courses in advanced subjects such as cost accounting, governmental accounting or auditing in an accredited college, or equivalent accounting education.


-AND-
 
Experience: Either one (1) year's professional accounting or auditing experience. 

-OR-
 
Two (2) years responsible or supervisory technical accounting experience. 
 
LICENSE A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS 2  - LIGHT physical effort which may include occasional light lifting to a 10 pound limit, and occasional bending, walking, stooping or squatting.  Incumbents sit for extended periods of time.  Work is performed in an office environment in a controlled climate.

ADDITIONAL INFORMATION

DESIRABLE QUALIFICATIONS:

  • Graduation from an accredited college or university with a Bachelors Degree in Accounting, Business Administration, Economics, or Finance.
  • Two (2) or more years of demonstrated professional public pension work experience in financial, audit, and/or accounting related field.
  • Demonstrated experience in monitoring, verifying, processing, recording, and reconciling pension and post-employment benefits transactions, including but not limited to: income tax withheld deposits, retiree payroll stop/cancel benefit payments and ACH adjustments, positive pay exceptions, treasury bank account financial transactions and balances, and internal wire transfers.
  • Demonstrated experience in managing multiple priorities and performing responsibilities with minimum supervision.
  • A licensed Certified Public Accountant (CPA) by the California Board of Accountancy.

Knowledge of:  Accounting principles and practices including cost accounting, governmental accounting, and auditing; general office procedures; techniques to deal effectively with a variety of individuals from various cultural and ethnic backgrounds in person and over the telephone; computer software databases; correct English usage, grammar, spelling, punctuation and vocabulary; interpersonal skills using tact, patience, and courtesy; principles and applications of the Microsoft Office applications including Word, Excel and Access.

Ability to: Communicate information and ideas effectively orally and in writing so others will understand; establish and maintain effective working relationships with other staff internally and externally; research, analyze and interpret detailed information; strong technical, organizational, analytical skills and problem solving; exercise initiative and independent judgment within defined policies and procedures; perform responsibilities with minimum supervision; interpret written and oral instructions and carry them out; operate a personal computer utilizing Microsoft applications such as Word, Excel, Access and accounting software such as Great Plains or other similar accounting software; demonstrate appropriate customer service skills.

EXAMINATION CONTENT: This examination will consist of:

Part I: A qualifying evaluation of training and experience based upon application information, desirable qualifications, and supplemental questionnaire. 

Only the most highly qualified applicants as determined under Part I, will be invited to continue in the examination process under Part II.

Part II:  An Appraisal (Oral) Interview weighted 100%.

The appraisal interview will access the applicant's knowledge, experience, and general ability to perform the essential functions of the position.

A selection interview may be conducted to determine the candidate's fit for the position.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70 OR HIGHER ON EACH WEIGHTED PORTION(S) OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.
 

EXAMINATION NOTIFICATIONS: All test invitations (e.g. oral, performance, written, etc.) and/or special notices will be sent to candidates via email to the email address provided on the official application only. ELIGIBLE INFORMATION: The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
