SUMMARY

The Southern California Regional Rail Authority, operator of the METROLINK Commuter Rail System, is seeking an SSE - Human Resources Analyst I who will be a key member of a small HR team, be responsible for providing professional level HR work and assistance to HR systems, recruitment, policies/procedures and special program activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Coordinates and conducts recruitment and selection activities to ensure Authority-wide consistency, job-related valid screening techniques and conformance to federal and state laws and regulations. Continuously evaluates the effectiveness of recruiting methods and seeks opportunities to improve on the process. Administers the applicant tracking system for tracking of recruitment information.
  • Conducts classification reviews of exiting positions and requests for addition of new positions; recommends classification and/or salary allocation for existing or new positions; develops or revises class specifications including selection criteria, based upon job analysis and audits; conducts salary surveys and statistical analysis; and conducts special studies and prepares comprehensive technical reports.
  • Conducts research to recognize emerging trends in HR and identifies ways to creatively apply this knowledge at the agency. Uses metrics to demonstrate the economic value of HR and analyzes cost effectiveness of various practices HR proposes or implements.
  • Updates HR policies and procedures on an as-needed basis; communicates updates and process changes to assigned customer group and HR personnel; assists in the implementation.
  • Attends staff and management meetings of assigned customer group to maintain constant knowledge of operating needs and business strategies.
  • Maintains centralized databases, including HRIS system, organization chart system and other systems. Runs system reports as needed by management and for measuring metrics.
  • Analyzes and interprets State and Federal legislation and regulations regarding employment practices; makes recommendations and implements changes; interprets personnel policies and procedures and advises City staff on correct interpretation. Conducts special research assignments, including gathering and analyzing data and preparing recommendations for consideration by management.
  • May perform other duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

  • Bachelor's Degree in human resources administration or management, industrial relations or a related field.
  • A minimum of two years experience that demonstrates the execution of many projects and assignments simultaneously that target learning and development goals or any combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered.
  • A combination of training, education and or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications.  Advanced relevant coursework may also substitute for a portion of required experience.

Physical Requirements:
  • Ability to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move an object;
  • Transition between standing, walking and sitting at varying lengths of time;
  • Use hands to finger, handle, feel and grasp equipment required to perform the duties of the position;
  • Hear, listen and express or exchange ideas by means of spoken words and perceive the nature of sounds;
  • Adjust visual focus often when moving from task to task;
  • Work in a normal office environment with little exposure to excessive noise, dust, temperature
