The Los Angeles County Office of Education (LACOE) is seeking highly qualified individuals for the position of Human Resources Analyst. This professional-level position performs a wide range of highly technical duties in the areas of job classification, salary studies, recruitment, and the development, validation, and administration of employee selection procedures.

The eligibility list established as a result of this job posting will be used to fill current and future openings in the Office of the Personnel Commission office.

The Human Resources Analyst works under the general direction of a Coordinator, Classified Human Resources or a Senior Human Resources Analyst.

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • Merit System provisions of the California Education Code
  • Federal and state laws, regulations, guidelines pertaining to human resources management procedures such as the Uniform Guidelines on Employee Selection Procedures, Equal Rights Act, American with Disabilities Act, Equal Pay Act, California Fair Employment and Housing Act and related case law
  • Generally accepted professional practices in the development and validation of employee selection procedures, job classification, and job evaluation
  • Basic psychometrics and statistical analysis
  • Qualitative data gathering techniques including structured interviewing, focus groups, and survey research
  • Desktop database management systems
  • Statistical and spreadsheet software applications
  • Data visualization techniques
  • Computerized applicant tracking systems
  • Web based human resources management computer applications

Required Education and Experience

    Education: A bachelor's degree, preferably in human resources, public or business administration, psychology, mathematics, statistics, behavioral science, or research methodology or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

    Experience: Two years of professional experience in recruitment, selection, examination, and/or classification/compensation. 

    Equivalency Provision: Six months experience in the classification of Human Resources Aide or Human Resources Intern with the Los Angeles County Office of Education may substitute for one year of the required experience. A master's degree or equivalent college units in human resources, public or business administration, psychology, mathematics, statistics, behavioral science, or research methodology or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council for Higher Education Accreditation, may substitute for one year of the required experience. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

    Additional Requirements: A valid California driver's license and the availability of private transportation or the ability to provide transportation between jobs sites is required.

Selection Process
    Candidates who meet the minimum requirements above, will be invited to participate in an examination that may consist of a performance examination and a structured interview.

Selection and promotion are based on a competitive examination process. Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272). Veterans' Credit may be awarded for entry jobs.
