PRIMARY DUTIES AND RESPONSIBILITIES

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all positions in this classification.  The City, at its discretion may add, modify, change or rescind work assignments as needed. Under general direction, provides support services for the Public Safety Department.
  • Responds to non-emergency calls for service on civil and criminal misdemeanor incidents and animal services within scope of authority.
  • Writes reports on non-officer involved misdemeanors, non-suspect involved incidents, and animal service incidents according to City policy and procedures.
  • Follows established procedures to document findings and generate incident reports.
  • Assists Code Enforcement Officers in animal control/care; responds to citizen complaints/requests; ensures public protection and transports animals for care and shelter; patrols the City to pick up stray, unregistered, and dead animals; impounds and transports animals; and assists with quarantine arrangements.
  • Provides traffic control and parking enforcement; issues parking citations for violation of vehicle code and municipal code; requests towing services as needed; reports unsafe acts, conditions, accidents and injuries.
  • Interprets and explains City codes, policies, and procedures to property owners and the general public; provides information and recommendations within scope of authority.
  • Supports the relationship between the City of Rosemead and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; performs related duties as required or assigned.
  • Provides security for public facilities and special events. 
WORK SCHEDULE
This position is limited to working no more than 28 hours per week and 1,000 hours per fiscal year. Candidates must be open to flexible scheduling during regular business hours from 7:00 A.M. to 9:00 P.M., Monday – Sunday. Must be available to work assigned shift, including evenings, weekends, holidays, special events, and may occasionally include overnight shifts.

MINIMUM QUALIFICATIONS

Education and Experience:  High School Diploma or GED equivalent; AND one year of public safety or customer service experience. Military and private security experience desirable.

Fluency in Mandarin or Vietnamese are highly desirable.
 
License or CertificationsMust possess or have the ability to obtain a valid California Driver's License "Class C" with a satisfactory driving record and automobile insurance coverage that meets the minimum California financial requirement upon hire.

Certification in CPR/AED/First Aid is required within six (6) months of employment and as a continuing condition of employment. Training on California Penal Code Section 832 (PC-832) Laws of Arrest and CPR/AED/First Aid at time of application is highly desirable. 
 
Skills in: Interpreting and applying statutes, rules, ordinances, codes and regulations; making independent decisions while working in the field, analyzing situations accurately, and following established procedures; dealing tactfully and courteously with the public, handling stressful situations and upset people; handling domestic and wild animals;  establishing and maintaining effective working relationships with co-workers and the general public; operating a personal computer utilizing a variety of standard and specialized software; and communicating effectively verbally and in writing. Bilingual skill in Mandarin is highly desirable.
 
Physical Demands/Work Environment: Work is generally performed in an outside environment while utilizing a vehicle provided by the City. Potential exposure to variable weather conditions, traffic hazards, accident scenes, hazardous materials and chemicals, infectious diseases, and potentially aggressive/violent members of the public. May be required to travel to various sites, locations and/or event.
 
Selection Process:
Depending upon the applicant pool, all applicants meeting the minimum qualifications will not necessarily be selected, only the most qualified applicants will continue in the recruitment process. The selection process may consist of: Application Evaluation (Qualifying); Written Examination (Qualifying); and Qualifications Appraisal Interview (100%).

City of Rosemead employees are registered as an Disaster Service Worker. In the event of a declared emergency, City employees shall initially remain at work, or if recalled, shall report to work after completing critical personal and family emergency responsibilities.
