TYPE OF RECRUITMENT: DEPARTMENTAL PROMOTIONAL OPPORTUNITY

Restricted to current, permanent employees of the Department of Workforce Development, Aging and Community Services who have successfully completed their initial probationary period including:
 
  • Unclassified employees who have attained permanent County status on a classified position by successfully completing the initial probationary period, with no break in service since leaving the unclassified service.
  • Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.


VERIFICATION OF EXPERIENCE LETTERS (VOEL): Verification of Experience Letters will not be accepted. No out of class experience will be allowed for this examination.

WITHHOLD INFORMATION: Withholds will not be allowed for this examination. Applicants must meet the selection requirement at the time of filing.

JOB TYPE: PERMANENT

This position will be assigned to work within the Workforce Development Programs in Los Angeles County Workforce Development, Aging and Community Services (WDACS).

WDACS is the County's lead agency for workforce development and administers one of the largest public workforce systems in the nation.

WDACS provides comprehensive business, employment, and training services through their network of America's Job Center of California (AJCC) leveraging braided Federal, State, and local workforce and training programs including but not limited to Workforce Innovation & Opportunity Act (WIOA), Title I, Title II, Title III, Wagner-Peyser, Temporary Assistance to Needy Families, and Calfresh Employment & Training.

Incumbents will be responsible for business engagement requirements, overseeing the County's AJCC, managing operations, partnership development, and leading regional and Countywide strategies. This includes establishing, building, and maintaining relationships with regional, sector, and local businesses, employers, and economic development entities to provide and promote workforce development efforts and economic growth in support of Re-Entry and Target Population initiatives and activities.

The County's workforce system requires a focus on career pathway development to better align with economic development, local business and industry employment needs, and education to create a collective response to economic and labor market challenges on the National, State, and local levels.

 

Essential Job Functions

  • Reviews legislative analyses, proposals, and grant forms for correctness and compliance with applicable policies, regulations, and guidelines for Workforce Development Program business and operational requirements and partnership development programs.
  • Prepares correspondence to the Board of Supervisors and Federal and State funding agencies for programs and projects related to Workforce Development Program business, operational, and training programs, initiatives, and countywide strategies.
  • Collects, analyzes, interprets, and presents data to develop area allocation plans and to support the planning and evaluation of current programs.
  • Develops plans to equitably allocate operational, programmatic, training, and business resources throughout the County consistent with Federal, State, and local requirements.
  • Supervises technical assistance programs designed to increase the integrated planning capability of Workforce Development Program initiatives, training programs, and business services partnerships.
  • Supervises the development of plans establishing, building, and maintaining relationships with regional, sector, and local businesses, employers, and economic development entities to provide and promote workforce development efforts and economic growth in support of Re-Entry initiatives and activities.
  • Participates on committees and task forces established to recommend policy.
  • Participates in the Workforce Development Program development, program, and training conferences, workshops, and meetings and with other groups engaged in workforce, human services, and community services program development and evaluation.
  • Assigns and evaluates the work of subordinate staff.

Requirements

SELECTION REQUIREMENTS:

Graduation from an accredited college or university with a Bachelor's degree or higher and two years of experience:

Developing or implementing workforce development programs - OR - Identifying, developing, or securing employment opportunities for workforce development services.

SPECIAL REQUIREMENT INFORMATION:

The required experience must have been gained in one or a combination of the following: 

  • WIOA Title I - Adult, Dislocated Worker or Youth
  • WIOA Title III - Wagner Peyser
  • Carl Perkins - Career Technical Education
  • Second Chance - Re-Entry Workforce Programs
  • Economic Development Agencies, Economic Development Consulting Firms, or Economic Development Public Entities

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS 2:
Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

EXAMINATION CONTENT:

This examination will consist of a multiple-choice test weighted 100% which will assess written expression, reading comprehension, data analysis and decision-making, thinking, administrative, leadership, motivation, individual work orientation, collective work orientation, interpersonal and self-management.

Standardized and copyrighted examination materials are not subject to review in accordance with Civil Service Rule 7.19.

Candidates must meet the Selection Requirements and achieve a passing score of 70% or higher on the multiple-choice test in order to be placed on the eligible list.

TRANSFER OF SCORES:
Applicants who have taken the identical multiple choice tests for the other exams within the last twelve (12) months will have their multiple-choice test scores for the identical test part(s) automatically transferred to this examination.

This examination contains test parts that may be used in the future for new examinations. Upon acceptance of your application, your scores will be transferred to the new examination, and may not be allowed to re-take any identical test part(s) for at least twelve (12) months.

Invitation letters for the multiple-choice test will be sent electronically to the email address provided on the application. It is important that applicants provide a valid email address. Please add WDACSExams@wdacs.lacounty.gov and info@governmentjobs.com to your email address book and list of approved senders to prevent email notifications from being filtered as spam/junk mail.

Notice of Non-Acceptance and Final results will be sent via US mail. Test results cannot be given over the phone.

TEST PREPARATION: 
Study guides and other test preparation resources are available to help candidates prepare for employment tests. An interactive, Online Test Preparation System for taking practice tests may be accessed on the Department of Human Resources website at hr.lacounty.gov. You can also access test preparation for the computerized portion of the test by going to shldirect.com/practice_tests.html. While the guides will help in preparing for the test, we advise you to review all related materials that you deem necessary.

VACANCY INFORMATION:
The resulting eligible register for this examination will be used to fill workforce related vacancies within the Department of Workforce Development, Aging and Community Services.

ELIGIBILITY INFORMATION:
Applications will be processed on an as-received basis and promulgated to the eligible register accordingly. The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
