Definition

Under direction of the Chief Personnel Commission Officer performs professional-level, technical and analytical human resources duties related to recruitment, selection, position classification and compensation, analysis of personnel policies, rules and legal issues, and special projects.

DISTINGUISHING CHARACTERISTICS

The classification of Human Resources Analyst is distinguished from the classification of Associate Human Resources Analyst in that the former requires specialized subject matter expertise in principles and techniques of research and analysis, as well as significant directly related and progressive experience in the field. Knowledge is applied to the analytical problem solving aspects of personnel management, to the analytical problem solving of human resources administration and the conduct of research and evaluation involving innovative solutions and alternatives. Under direction, makes decisions of significant impact or consequence, involving recommendation(s) and development of new policies and procedures. Responsibilities include supervision of technical and/or clerical personnel.

VACANCY INFORMATION

There is one (1) current vacancy, for fulltime (minimum of 40 hours/week), 12 months. Salary will be based on actual hours worked.   

Advanced salary step placement may be offered based on experience level and qualifications. 

MINIMUM QUALIFICATIONS AND SPECIAL LICENSE OR LANGUAGE SKILLS

Experience:  

Three (3) years of recent full-time paid professional public personnel experience in two or more of the following fields: recruitment and selection procedures, classification, compensation or personnel management, is required. Professional personnel experience in a merit system district is highly desirable.

Education:      

Graduation with a Bachelor's Degree from a recognized college or university with a major field in public administration, business administration, social/behavioral science, or a related area, is required.

Equivalency:

Graduate-level coursework in industrial/organizational psychology, human resources, public or business administration, or related field from a recognized college or university may be substituted for required experience on a year-to-year basis for up to two years.

Special License or Language Skills:
Possession of a valid Class C California Driver's License and use of private or alternative means of transportation is required. Proof of automobile insurance is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities of this class include but are not limited to:

  • Develops and implements procedures designed to effectively conduct classification studies and/or expedite and ensure the delivery of qualified eligible candidates for employment
  • Develops recruitment sources and campaigns
  • Composes and prepares recruitment bulletins and other announcements and causes their distribution
  • Supervises and participates, compilation, Web page posting and dissemination of regular and special Personnel Commission meeting agendas and reports
  • Composes and places recruitment advertisements in appropriate media
  • Conducts job analyses to determine skills, knowledge, abilities and competencies to be measured in content valid selection examinations
  • Plans and prepares examination content and procedures
  • Devises and develops methods of testing required skills, knowledge and abilities and prepares test standards
  • Obtains, constructs, analyzes and edits examination materials and confers with subject matter experts in the development and evaluation of examinations
  • Recommends examination pass points, performs item analysis, assigns examination weights, establishes eligibility lists and prepares related correspondence and results
  • Performs statistical analyses of examination results
  • Plans, supervises and participates in the administration and rating of performance and work sample tests, interviews and other selection methods, including obtaining and briefing raters regarding test standards and procedures
  • Participates in examination review procedures and analyzes and recommends responses to examination protests
  • Performs job analysis and recommends changes to existing class specifications
  • Conducts and participates in position classification and compensation studies
  • Conducts a variety of studies and prepares oral and comprehensive written reports, correspondence and memos
  • Communicates and builds professional relationships with employees, various departments administrators/supervisors, other agencies and technical experts
  • Delivers or assists in delivering oral presentations in formal and informal settings
  • Supervises, trains and provides work direction to department technical and/or clerical support staff, monitors workflow, and assures compliance with established timelines, procedures and standard of quality
  • Attends Personnel Commission meetings, disciplinary hearings, designated workshops, conferences and seminars to maintain current knowledge of personnel trends and practices
  •  Assists the Director with special projects such as handbooks, writing new procedures and rules, or revising existing ones, and preparing annual reports
  • Assists in the revision of Commission Rules and Classified Employees Handbook
  • May be assigned broader supervisory and/or lead responsibilities in the extended absence of the Director
  • Performs other related duties as required

WORK ENVIRONMENT
Employees in this classification work inside, with a high volume of work and tight deadlines, and continuous changing priorities and interruptions.

APPOINTMENT
Employees who receive a regular appointment to the class must serve a probationary period of one (1) year of paid service.  During this period, an employee must demonstrate an overall satisfactory level of performance; failure to do so shall result in the employee's termination without right of appeal to the Personnel Commission.
 
This class has been designated supervisory and exempt by the Personnel Commission.
