The Community

The Public Works Department is responsible for the engineering, permitting, maintenance and operation of the City's infrastructure, including: streets, sidewalks, roadway medians, alleys, public parking lots, traffic signals, etc. The Department also manages maintenance and public service programs such as graffiti abatement, tree trimming, street sweeping, trash and recycling services, parks and street maintenance, and utilities and facilities maintenance.  In addition, the Department Manages a comprehensive 5 year capital improvement program that provides roadway rehabilitation, signal coordination, trail construction, etc.

The Position
The City Engineer (Deputy Director) is responsible for planning, directing, supervising and reviewing the activities of the Public Works Engineering Division, which includes Building and Safety, and to provide professional and technical staff assistance that directly supports the Public Works Director. The City Engineer (Deputy Director) will manage division operations and projects and supervise professional and technical engineering and building and safety staff and serve as an important advisor to the Director.
 

This position will be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on special events, council meetings, and commission meetings.

This recruitment will be utilized to establish an eligibility list that may be used to fill other current or future vacancies in this classification throughout the City. 

* Salary Ranges will be increased by 3.0% in July, 2018

Essential Duties

  • Participate in the development and implementation of goals, objectives, policies and priorities related to the Engineering Division as well as assisting the Director with departmental strategies.
  • Supervise, coordinate and review all public works engineering activities including engineering design, land development review, inspection and survey, contract administration, traffic engineering, landscape architectural design and serve as the Capital Improvement Program (CIP) administrator.
  • Assist in the preparation and administration of the Public Works Department operating budget, with lead responsibility for the planning, management and implementation of the City's five-year Capital Improvement Plan.
  • Resolve work problems and interpret administrative policies to subordinates, other departments and the public; respond to difficult citizen inquiries and complaints.
  • Determine scope of engineering projects, review plans of private contractors, make technical engineering decisions and establish technical criteria and standards.
  • Review and sign engineering drawings.
  • Attend and participate in meetings and conferences with elected and appointed City officials, department directors, public officials, professional organizations, contractors, and County, State and Federal agencies regarding matters relating to areas of assigned responsibilities.
  • Coordinate department activities with other City departments and with County, State and Federal agencies, as authorized by the Department Director.
  • Prepare, review and edit a variety of complex reports, correspondence and special studies, and City Council staff reports.
  • Attend City Council Meetings, City Council Ad Hoc Committee Meetings, Planning Commission meetings (as-needed), and community meetings and make presentations on projects and community issues.
  • Investigate and resolve complex or sensitive citizen inquiries and complaints.
  • Select, supervise, train and evaluate subordinate staff.
  • Initiate or approve and interpret departmental operating practices and procedures.
  • Serve as Acting Public Works Director as required.

Qualifications

Knowledge of:
Theories and principles of Civil engineering; budget preparation methods; design construction; management theories; customer service techniques; safety procedures and practices; communication and public relations practices; Subdivision Map Act and development standards and regulations; plan check review and approval practices for engineering and building plan checking; time management methods; conflict resolution methods; supervisory techniques; leadership techniques; work organization planning methods. Knowledge and experience in managing water system projects is desirable.
 
Depending upon position assignment, may require handling of complex field investigations to ensure conformance with City, County and State engineering and civil standards; general inspection and enforcement practices; professional standards.
 
Skills:

  • Use of a personal computer/laptop; perform engineering and mathematical computations.
  • Depending upon position assignment, may be required to operate a vehicle and equipment safely.
  • Proficiency in specialized software programs is desired.
 
Ability to:
Interpret engineering plans and specifications, organize and prioritize multiple tasks; analyze and solve problems; research and interpret data; interpret laws and regulations; interpret standards and practices; assist with budget preparation; demonstrate effective interpersonal skills; use conflict resolution techniques; give effective oral and public presentations; represent the City at functions; follow oral and written instructions; work with minimal supervision; project, records, and time management; initiate and complete performance evaluations; write reports; comply with required regulations; delegate tasks and manage projects; maintain confidentiality of non-public records; interview and hire employees; demonstrate effective leadership skills; recommend and implement disciplinary action; manage capital improvement projects; plan, direct, organize, and control department activities.
 
Education:
Bachelor's Degree in Civil Engineering; college coursework/extension classes; supervisory and managerial training. Registration as a Professional Engineer in civil engineering issued by the State of California is required.  Master's Degree is desired.
 
Experience:
Eight years of related experience to duties; four years of supervisory experience; seven years in public contracting; two years in budget/policy experience; leadership experience. Experience with Government Boards is desired.

Licenses and Certifications

Licenses/Certifications:

  • Registration as a Professional Engineer in civil engineering issued by the State of California is required.
  • Requires a valid Class C driver's license and an acceptable driving record.

FINAL FILING DATE:  This recruitment will continuously accept applications until the position has been filled. Upon conditional offer the selected candidate will be subject to background and reference checks and will be required to satisfactorily complete a post-offer physical examination including a drug screen.
