RESTRICTED TO PERMANENT EMPLOYEES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT WHO HAVE SUCCESSFULLY COMPLETED THEIR INITIAL PROBATIONARY PERIOD WITH LOS ANGELES COUNTY AND MEET THE QUALIFYING REQUIREMENTS.
 
Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam:
  • Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service. OR Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.

WITHHOLD INFORMATION
Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six months of meeting the experience requirements by the last day of filing. However, the names of such employees will be WITHHELD from the certification list until the required experience is fully met.

DEFINITION
Assists administrative or technical staff by analyzing and making recommendations for the solution of complex problems of organization, systems and procedures, law enforcement programs, budget, facilities planning, or personnel within a line operation or unit in the Sheriff's Department.

CLASSIFICATION STANDARDS:
Positions allocable to this class typically report to a Sergeant or higher level manager and function as administrative generalists within a line operation or unit in the Sheriff's Department. Incumbents must possess the ability to work independently with a minimum of supervision and utilize a working knowledge of departmental policies and procedures as well as good verbal communication and writing skills.  Incumbents must utilize a working knowledge of personal computers, which are used in the daily performance of their duties.

Essential Job Functions

Assists management in the collection, analysis, and interpretation of technical/complex information and statistical data, organizes data, and prepares reports in both narrative and statistical formats.

Composes and prepares inter-office and departmental memoranda, reports, and documents for management review and approval.

Assists management in the analysis, evaluation, and preparation of the departmental budget at the bureau, station, or unit level.

Assists management in the overall coordination, planning, organization, and staffing of the unit by participating in the recruitment, selection, and placement of qualified employees.

Develops procedures, systems, and forms to ensure efficient flow of information, work flow, and services within the unit or bureau.

Researches and collects data for general information purposes or special reports, contacting other County departments, employees, agencies, and individuals for information, as necessary; may prepare reports for supervisor's approval, upon request.

Receives verbal and/or written requests for information and, upon the review and approval of management, provides requested information or refers request to the proper authority.

Assumes responsibility, as assigned, for performing other administrative duties related to the overall functions of the unit or bureau.

Supervises a small clerical and/or operations support staff engaged in related work where responsibility for supervision is subordinate to the performance of the administrative work, as required.

Requirements

SELECTION REQUIREMENTS

OPTION A:  Graduation from an accredited college or university with a Bachelor's Degree.* 

OPTION B:  Two years of experience in the service of Los Angeles County in a staff capacity** analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel at the level of Los Angeles County classification of Operations Assistant I, Sheriff***, Administrative Assistant I****, or higher in the service of the County of Los Angeles. 

OPTION C:  One year of experience as an Operations Assistant I, Sheriff***** in the service of the County of Los Angeles.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS
Physical Class II - 
Light:  Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting.  Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION

**Staff Capacity is defined as work in an advisory capacity to line managers to provide program and administrative support. 

***In County service, experience at the level of Operations Assistant I, Sheriff refers to experience assisting line operation or unit staff by providing routine administrative staff support functions. 

****In County service, experience at the level of Administrative Assistant I refers to experience analyzing and making recommendations for the solution of the less complex problems of organizations, program, procedures, systems, facilities planning, budget and personnel; or analyzes and makes recommendations for the solution of more difficult problems in the same areas under close supervision and guidance. 

VERIFICATION OF EXPERIENCE (VOE): Experience gained in a position performing similar kinds of work which provides the knowledge, skills, and abilities required for the higher level or different classification will be accepted.  VOE claimed will be verified and evaluated to determine if the type, level, or length of experience is qualifying.  Applicants must supply sufficient information for this evaluation to be made.  Credit will be given for VOE to meet the selection requirements only. 

INFORMATION FOR SHERIFF'S DEPARTMENT EMPLOYEES CLAIMING VOE FROM OTHER COUNTY DEPARTMENTS: Applicants claiming such experience in County service must present written proof of this experience in a Verification of Experience Letter (VOEL) signed by their department's Human Resources Manager or authorized representative.  The signed VOEL must be submitted to the Professional Exams Unit for review at 4700 Ramona Blvd., Monterey Park, CA 91754, Room 106 no later than 5:00 p.m. on July 11, 2018.  

INFORMATION FOR SHERIFF'S DEPARTMENT EMPLOYEES CLAIMING VOE: Sheriff's Department applicants claiming such experience in County service must complete the Verification of Experience (VOE) form accessible on Personnel Administration's Intranet web page at: http://4-lasdweb-01/dnet_sites/page_render.aspx?pagename=persnl_detail_06This VOE form must be signed by their immediate supervisor and Division Chief, and submitted, along with Performance Evaluation(s) for the period claimed, to the Professional Exams Unit for review at 4700 Ramona Blvd., Monterey Park, CA 91754, Room 106 no later than 5:00 p.m. on July 11, 2018.   Any VOE that was not previously approved will be verified and evaluated by the Classification Unit to determine whether the type, level, and quantity of experience are qualifying.

EXAMINATION CONTENT
This examination will consist of three (3) parts:

PART I
A written test weighted 40%.  The written test will cover reading comprehension, written expression, data analysis & interpretation, and automated office software/suite.

A HAND HELD BATTERY/SOLAR OPERATED NON-TAPED PRODUCING CALCULATOR WILL BE PROVIDED AT THE WRITTEN EXAMINATION.  USE OF MEMORY-STORAGE, SCIENTIFIC STATISTICAL, OR FINANCIAL CALCULATORS , CELL PHONES, PERSONAL DIGITAL ASSISTANTS (PDA'S) AND ELECTRONIC DEVICES IS PROHIBITED. 

THE WRITTEN TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

ONLY THOSE CANDIDATES WHO ACHIEVE A PASSING SCORE OF 70% OR HIGHER WILL PROCEED TO PART II.

PART II

An oral interview weighted 35%.  The oral interview will cover training, experience, and general ability to perform the duties of the position. 

Applicants who are applying concurrently for Employment Services Assistant II, Sheriff, Exam No. J1924N will take the written test and oral interview one time.  The resulting score will be transferred to all applicable examinations for which you applied. 

ONLY THOSE CANDIDATES WHO ACHIEVE A PASSING SCORE OF 70% OR HIGHER WILL PROCEED TO PART III.

PART III
An Appraisal of Promotability weighted 25% .  The Appraisal of Promotability will evaluate attention to detail, multitasking/time management, teamwork, written communication skills and oral communication skills.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.
