THE OPPORTUNITYOrange County Public Works has an exciting opportunity for detail-oriented, technically skilled professionals experienced in deploying and administering physical security systems (access control, visitor management, video surveillance, intrusion alarm, duress, and intercom systems). The individuals will be a part of the Access Control Systems unit that administers the County's access control system (Lenel) by overseeing security access to over 20,000 cardholders, including County employees, contractors, and visitors at over 85 County owned and leased facilities. The system functions over the County's enterprise computer network and provides access to secure locations throughout the County. The system consists of various components including 2,100 controlled doors, Microsoft SQL database, application servers, communication servers, client workstations, IP based intelligent controllers, reader panels, readers, encrypted smart card technology, IP based enterprise power management systems, and other related security hardware. The Lenel access control system integrates with other various security applications including Genetec Security Center video, Aiphone and Stentophon intercom systems, Bosch intrusion alarm, and various other control systems.
This position will administer client/server physical security application software, the Lenel SQL database, develop complex security designs and system specifications, serve as a project lead to implement various security systems, manage contractor performance, manage correspondence with internal project stakeholders, troubleshoot application software and hardware components, manage preventive and unplanned maintenance, and generate systems documentation.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIESThe ideal candidate will have extensive experience in enterprise physical security systems, information technology systems administration, and possess specialized security certifications from Lenel and Genetec. Microsoft certification such as Microsoft Specialist or Microsoft Technology Associate (MTA) is a plus. The candidate will have experience leading diverse technology projects and exceptional customer service skills. In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:
TECHNICAL EXPERTISE - Analyzes, develops, and administers enterprise software systems to secure facilities.
- Configures and administers various system components such as IP based intelligent controllers, reader panels, readers, alarm panels, encrypted smart card technology, IP based enterprise power management systems, surveillance cameras, and other related security hardware.
- Administers Windows server and workstation operating system dependencies, application user permissions, and privileged groups.
- Works with systems development life cycle to plan, create, test, and deploy technology systems.
- Understands relational database structure, managing application database segments, and customizing user-defined fields on database forms.
- Works with Crystal Reports and administering Microsoft SQL server including user access permissions and privileges, archiving, backup and recovery, understanding triggers, and preparing views to generate record sets and reports.
- Designs and develops specifications per project requirements.
- Project management including overseeing contract provisions and vendor performance.
ANALYSIS AND PROBLEM SOLVING- Recognizes application problems, system/network related issues, analyzes system error logs, and recommends solutions to address or prevent the issue.
- Interprets, comprehends, and applies the specific needs and requirements for each project.
- Monitors and maintains system health of database and application servers.
PLANNING AND ORGANIZATION- Organizes projects including developing schedules, identifying critical paths, controlling deviations, and breaks down a project into individual tasks.

WRITTEN AND VERBAL COMMUNICATION SKILLS- Documents technology systems and procedures, system architecture and parameters, database design, and network topology.

- Prepares user manuals to communicate the functions of application software and technical processes, and conducts user and/or peer training to provide technical information on system functions.
