DEFINITION/STANDARDS

DEFINITION:
Conducts routine administrative studies and analyses of County personnel operations and provides professional services to operating departments regarding administration of Countywide Human Resources programs, under immediate supervision.

CLASSIFICATION STANDARDS:
Positions allocable to this class are restricted to the Human Resources Department and analyze and make recommendations under immediate supervision for the solution of routine problems in the administration of Countywide programs where the policies, methods, procedures and standards used in resolving the problems are established. The positions carry out assignments in programs such as administrative services, compensation, examining, classification, benefits administration, appeals and advocacy. The incumbents must demonstrate a knowledge of County programs sufficient to perform the duties of the position, under immediate supervision.

EXAMPLES OF DUTIES

Assists operating departments in the solution of specific problems of human resources where the objective is clearly defined, the data can be obtained, and the investigation, verification, and analysis completed, using established methods, procedures, and standards with only minor modifications.

Plans, organizes, and learns to manage workload.

Prepares modifications and submits for review with investigative, factual, analytical data in appropriate format.

Reports to operating departments the findings, recommendations, and results of studies, and assists in the implementation of changes and resolutions of differences.

Serves as resource person within a specialized area assigned on the basis of numbers and kinds of predictable problems.

May serve as a team member on projects, may assist other analysts, or may independently complete a segment of a more complex study, as assigned.

Communicates orally, in writing, or through graphic representations and statistical summaries, with various persons, divisions, departments, and agencies.

REQUIREMENTS

MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:
Option 1:
Graduation from an accredited college with a Master's degree in Public Administration, Business Administration, or in a closely related field.

Option 2:
Graduation from an accredited college and two years' experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel.

Option 3:
One year of experience in the County of Los Angeles class of Human Resources Trainee or equivalent.

Option 4:
One year of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel at the level of the County of Los Angeles class of Administrative Assistant I or higher.



LICENSE:
A valid California Class C Drivers License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


PHYSICAL CLASS:
2 - Light.

SPECIALTY REQUIREMENTS:
Classification
Graduation from an accredited college and two years' experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel. One year of the required experience must have been performing job analysis, job evaluation and salary determination at the level of the County of Los Angeles class of Human Resources Trainee.

Recruitment and Selection
Graduation from an accredited college and two years' experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel. One year of the required experience must have been performing employment recruitment, selection and placement activities at the level of the County of Los Angeles class of Human Resources Trainee.

Organization and Employee Development
A Master's degree from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field -OR- Graduation from an accredited college and two years' experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel. One year of the required experience must have been in the design, administration, and evaluation of organizational and employee development programs at the level of the County of Los Angeles class of Human Resources Trainee.

Selection Research
A Master's degree from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field -OR- Graduation from an accredited college and two years' experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel. One year of the required experience must have been in the development or validation of employee selection instruments at the level of the County of Los Angeles class of Human Resources Trainee.
