DEFINITION: Analyzes and makes recommendations for improvements in the cash flow systems of County departments.
CLASSIFICATION STANDARDS: Position allocable to this class, under the direction of the Assistant Operations Chief, Treasurer-Tax Collector, review, analyze, recommend, and develop new and improved cash flow systems in County departments in order to increase control and maximize earnings from revenue.
EXAMPLES OF DUTIES
Analyzes and evaluates existing departmental fiscal procedures in computerized and manual accounting systems.Confers with County departmental management concerning cash flow and improved fiscal procedures.Recommends new or revised fiscal procedures and assists departments in their implementation and monitoring.Develops reporting systems to measure increased earnings and control.Analyzes departmental sources of revenue and determines lag time between receipt of funds and deposit with the County Treasurer.Analyzes and recommends changes in cashiering and depositing procedures.Analyzes and recommends changes in the use of mail, messenger, armored car services, and electronic money transfer systems.Reviews bank accounts and recommends their continuance, discontinuances and the amount of cash necessary for operational use.Analyzes and makes recommendations as to the necessity for revolving funds, the minimal level for operational use, and possible replacement with zero balance accounts.
REQUIREMENTS
MINIMUM REQUIREMENTS:
TRAINING AND EXPERIENCE: One year's experience as the head of a major section in Los Angeles County's Department of Treasurer-Tax Collector -OR- Two years experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, procedure, program, budget, or personnel.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
