THE IDEAL CANDIDATE
DUTIES AND RESPONSIBILITIES
Conducts, and/or assists in conducting, routine to complex studies by researching, collecting, analyzing, and interpreting pertinent data/information from various sources (e.g., finance department, supervisor, underwriting consultants, borrowers, representatives or consultants from other private/public agencies) in order to determine a workable solution, decision, or recommendation related to a program or service (e.g., grant and loan programs to support small businesses; promoting economic and business opportunities; revitalization of commercial districts; creation of affordable housing; elimination of slums and blight; commercial and/or residential lending; land acquisition and title; packaging and negotiating of projects and financing options).
Resolves routine to complex complaints/problems/issues (e.g., loan payoffs, loan modifications, general loan servicing) by gathering and analyzing available and relevant information from various sources (e.g., due diligence items as outlined in loan agreements); consulting supervisor; and following relevant policies and procedures in order to determine workable solutions, decisions, or recommendations.
Assists in developing new or enhanced system(s), program(s), or function(s) (e.g., Economic Development Programs – small business grant and loan programs; Community Business Revitalization Program, Catalytic Development Fund; Commercial Lending Program) by planning, designing, and developing the program or function in accordance with related laws, rules, policies and procedures in order to improve upon the quality of a program or services provided to the public.
Administers a routine program(s)/function(s), or assists in administering a complex program(s)/function(s) by implementing the components of the program or function (e.g., small business loan application process, application opening timing, spreadsheets for loan and application information, credit memos, debt coverage ratio statistics, letters of intent); gathering and analyzing relevant information; coordinating activities and collaborating with others (e.g., escrow companies, underwriting consultants, title companies, contractors, consultants, outside agencies, borrowers); reviewing all documents for completeness and accuracy; evaluating program effectiveness, comparing outcomes to goals, and determining whether to continue or modify the program in order to ensure that programs are successfully planned, implemented, and evaluated.
Prepares various documents (e.g., procurement documents, schedules, budgets, loan application reports, loan status reports, loan requests) by using a personal computer and appropriate software programs (e.g., word processing, spreadsheet, presentation, publishing); following standard English grammar, structure, punctuation, and usage; and reviewing prepared documents for completeness and accuracy in order to communicate pertinent information to relevant parties.
Serves as a resource person within an assigned service (e.g., loan servicing, small business loan programs, loan relief inquiries) by responding to questions or issues, orally or in writing, to various individuals (e.g., borrowers, supervisor, finance department)) on day-to-day service-related functions in order to in order to convey correct and accurate information and provide assistance for Economic Development inquiries.
Performs various administrative duties (e.g., creating and maintaining files; formatting standard documents; receiving, processing, routing, and tracking documents; scheduling meetings; answering phone calls; procurement activities) by appropriately applying Federal and State laws, County and local ordinances, and departmental policies and procedures (e.g., loan closing checklist; packaging and negotiating development deals and financing options; commercial and industrial development and related procedures; land acquisitions and title, appraisal and market analysis process, loan and underwriting and process) in order to ensure all work done (e.g., project status reports, loan applications, committee meetings, loan approvals, loan closing process) complies with established guidelines and requirements.

2 - Light. Positions within this class require light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
