SUMMARY

The Southern California Regional Rail Authority, operator of the METROLINK Commuter Rail System, is seeking a temporary Inventory Control Operator I who will work to ensure the availability of maintenance and repair materials at an optimum level that minimizes the Authority's financial obligation and adequately supports the maintenance and repair of rolling stock and system infrastructure. This position will be located at SCRRA's Central Maintenance Facility at 1555 N. San Fernando Rd., Los Angeles, CA 90065 with travel to SCRRA field offices in Pomona and main office in Los Angeles.

This at-will employment will be for a limited term of up to, but not to exceed 1,000 hours in a fiscal year (July 1-June 30) or six (6) months, whichever comes first.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

  • Perform inventory replenishment processes to ensure adequate inventory stocking levels are maintained to support requirements of maintenance and capital projects, interfacing with SCRRA's asset management and Oracle financial information systems.
  • Review project and program material requirements analyze current inventory levels and recommend additional ordering quantities and appropriate delivery schedules.
  • Perform inventory replenishment processes to ensure adequate inventory stocking levels are maintained to support requirements of maintenance and capital projects, interfacing with SCRRA's asset management and Oracle financial information systems.
  • Review project and program material requirements, analyze current inventory levels and recommend additional ordering quantities and appropriate delivery schedules.
  • Create, maintain and generate item numbers used for requisitioning and stocking inventory at approved locations.
  • Administer and maintain monthly cycle count program, analyze results, investigate variances and recommend process improvements to improve accuracy.
  • Perform asset maintenance cost analysis utilizing data from a multiple of sources.
  • Provide reporting and analytical support during the SCRRA's annual physical inventory.
  • Analyze inventory usage and stocking levels to minimize stock outs and/or disruption in supply of material to various SCRRA departments.
  • Assist other SCRRA departments with determining the cost to place an order (purchase order, blanket purchase order, JOC, CTO) and the impact on operations.
  • Monitor fixed assets for the impact on revenue and true inventory carrying costs.
  • Assist the Inventory Control Manager with determining the requirements for planning and control parameters for service and stocking levels.
  • Assist the Inventory Control Manager with determining key performance indicators (inventory turns, asset management ratio's, etc.), and other measurements in support of stakeholder metrics.
  • Interface with and identify system improvements, or enhancements to the SCRRA asset management and Oracle financial information system.
  • Assist the Inventory Control Manager with stratification of inventory, determination of ABC levels, slow moving and obsolete material.
  • Support department in generating reports including the daily fuel report, inventory replenishment, weekly fuel received/used, month end scorecard and in year-end physical count.
  • Perform related duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

Education and Experience

  • Minimum two (2) years of work experience in warehouse management, material handling or inventory management.
  • Must have strong organizational skills and be detail oriented.
  • Demonstrate working knowledge in material resource planning, warehouse management systems and advanced warehouse systems.
  • Demonstrate prior work experience analyzing, developing and preparing complex reports.
  • Must be a self-starter with the ability to work under minimal supervision.
  • Ability to analyze, interpret and react to data and report information.
  • Ability to pursue projects to improve processes and reduce waste and cycle time while completing daily responsibilities.
  • Proficient in Microsoft Office with strong Microsoft Excel skills including Pivot Table, V & H Lookup and presenting data graphically.
  • Demonstrate strong and effective communication skills both verbally and in writing.
  • Valid Class C Driver's License with a satisfactory driving record of no more than three moving violations and no DUI's within the last three years.
  • May be required to work long hours and weekends.
Preferred Qualifications
  • Bachelor's Degree in Finance, Business Administration, Accounting or a related field.
  • An American Production and Inventory Control Society (APICS) certification.
Physical Requirements
  • Transition between standing, walking and sitting at varying lengths of time.
  • Climb or balance and stoop, kneel, crouch or crawl.
  • Use hands to finger, handle, feel and grasp tools to perform the duties of the position.
  • Ability to lift, hold and move objects up to 50 lbs.
  • Hear and perceive the nature of sounds.
  • Listen and express or exchange ideas by means of spoken words.
  • Adjust visual focus.
  • Ability to climb stairs and work around machinery on the SCRRA railroad right of way and in railroad maintenance facilities.
  • May be exposed to outside environment and heavy equipment impacting various body parts.
  • Close visual acuity to perform an activity such as preparing and analyzing data and figures, viewing a computer terminal; extensive reading and to determine the accuracy, neatness and thoroughness of the work.
Working Conditions
Position requires work in a normal office environment with little exposure to excessive noise, dust, or temperature. Based on job duties, work may also be conducted in outdoor environments, at construction sites, railroad track and right-of-way environments, and warehouse environments, with possible exposure to individuals who are hostile or irate, moving mechanical parts, and loud noises (85+ decibels, such as trains, heavy trucks, construction, etc.).
