Description

West Basin Municipal Water District is a global leader in the water industry in water recycling, conservation, water resource management, youth and adult education, and ocean-water desalination.  West Basin provides drinking water and recycled water to eight local retail water agencies including four cities, three private water companies and one county water agency.  The District serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor from Palos Verdes to Malibu.  The District is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.
           
West Basin operates the state-of-the-art Edward C. Little Water Recycling Facility and three satellite locations.  It is the largest treatment and water purification facility of its type in the world providing nearly 40 million gallons of water each day to over 300 sites.  West Basin utilizes various advanced treatment processes to produce five types of high-quality "designer" waters used for commercial, industrial and landscape purposes, including three ultra-pure waters.
 
West Basin owns and operates over 100 miles of recycled water pipeline, and supplies recycled water to customers for non-potable use.  To expand the use of recycled water, the District assists customers with the process of converting their sites to utilize recycled water.  In addition, the District conducts site inspections to ensure compliance for the safe use of recycled water.

The Position

West Basin is seeking an Information Technology Analyst I/II to provide a full range of technical support for information technology including but not limited to installation, repair, and configuration of hardware, software, basic networking, and applications. Under immediate supervision, the Information Technology Analyst I/II is to provide daily operational support and assist with the administration of systems; and performs related duties as assigned.

The Information Technology Analyst I is the entry-level class of this series, focusing on learning and assisting with a variety of duties within the department. Initially under supervision, incumbent perform basic activities. As knowledge of the District's policies and procedures increase, greater independence is exercised. This position is characterized by the presence of clear direction from which to make decisions and the availability of supervision in non-routine circumstances.

The Information Technology Analyst II is the journey level class of this series with an emphasis on acquiring networking, system administration, and project management skills. This classification is distinguished from the Information Technology Analyst I by the level of responsibility assumed as well as the complexity of the duties assigned.
 
Key responsibilities:

  • Provides first and second-level technical support functions for district end-users and remote sites.
  • Identifies and resolves problems related to computer hardware, software systems, technology infrastructure, communications equipment, mobile devices, multi-function printers and peripherals.
  • Performs preventive maintenance and repairs hardware.
  • Identifies trends in reported problem calls and implements improvements as instructed.
  • Develops installation and operational procedures.
  • Prepares and maintains end user support related documentation; configures software distribution tools.
  • Analyzes and recommends guidelines for hardware and software standards; recommends appropriate workstation hardware and software to meet staff needs.
  • Prepares specifications and gathers documentation for purchases of hardware and software; coordinates equipment deliveries, software licensing compliance, and inventory/asset controls.
  • Assists in the installations, configurations, and troubleshooting, of network components; establishes connectivity to new nodes.
  • Performs related duties as assigned.

Qualifications

The ideal candidate will have:

  • Information Technology Analyst I - an Associate's degree from an accredited college or university in computer technology, computer science, computer engineering, information systems or a related field; and two (2) years of increasingly responsible professional experience in the information technology field.
  • Information Technology Analyst II - a Bachelor's degree from an accredited college or university with a major in computer technology, computer science, computer engineering, information systems or a related field; and four (4) years of increasingly responsible professional experience in the information technology field.
  • Experience using enterprise resource planning applications, electronic document management systems, agenda management systems and Voice over IP systems is desirable.
  • Knowledge in basic networking skills with a minimum of two (2) years in an environment supporting a corporate environment is desirable.
  • Knowledge of database concepts, IT access policies, IT security principals.
  • Knowledge of desktop computers, hardware, and software with the ability to understand and interpret written technical material; computer networking principles and concepts including network terminology and common elements of networking such as protocols, addressing, file servers, host machine, network client/node, cable plant, and topologies
  • Knowledge of imaging software for use in creating backup images and for speedy deployment of images onto workstations; business level multi-function printers; and Apple devices, including but not limited to, iPhones, Mac Pro, Mac Books, iPads, and Apple TV.
  • Knowledge of office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
  • Knowledge of application software such as Microsoft Office Suite, Microsoft Project, Microsoft Visio, and Adobe products.
  • Ability to exercise analytical skills to diagnose and troubleshoot components such as hardware, software, basic networking, and applications.
  • Ability to support network functions such as e-mail, file and print services, fax and modem services, host access, client/server software and Internet.
  • Ability to install hardware and software; read and understand technical schematics, manuals, and drawings.
  • Ability to interface with users on a non- technical level to troubleshoot and research solutions to their computer problems and to distinguish between hardware and software errors.
  • Ability to maintain work effectiveness and meet deadlines with frequent changes in workload and priority assignments
  • Ability to exercise independent judgment to identify and resolve problems effectively and efficiently; work unusual hours or shifts as necessary.
  • Ability to maintain quality customer service and communication skills.
  • Required to operate standard business equipment; reach with hands and arms; and is frequently required to stand and walk, kneel, crouch, and occasionally lift or carry materials up to 25 pounds.
  • Ability to communicate ideas clearly and concisely both orally and in writing.
  • Possession of a valid Class C California Driver's License, proof of insurance and an acceptable driving record are required at the time of appointment and as a condition of continued employment.  Employee is required to use his or her own vehicle with mileage reimbursed at the standard IRS rate.

Supplemental Information

There is one vacancy currently available for this position.  The salary range for the Information Technology Analyst I is $76,556 - $105,263 annually, and for Information Technology Analyst II is $82,681 - $113,687 annually, depending on qualifications.  This position is eligible for benefits.
