SUMMARY

The Southern California Regional Rail Authority, operator of the METROLINK Commuter Rail System, is seeking a temporary Special Services Employee (SSE) - Human Resources Analyst, who will work on a variety of cross functional human resources areas. As a key member of a small HR team, this position will be responsible for managing and providing professional level work and assistance to program activities. Implement programs and manage employee information through data collection and analysis for learning and development, employee engagement, salary and benefit administration, benefit and classification programs, compensation and benefit program design; assist in the development of policies and procedures; and manage special projects to include contacts with consultants on a variety of SCRRA initiatives.

This at-will employment will be for a limited term of up to, but not to exceed 1,000 hours in a fiscal year (July 1-June 30) or six (6) months, whichever comes first.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities:

  • Coordinate and conduct recruitment and selection activities to ensure Authority wide consistency, job-related valid screening techniques and conformance to federal and state laws and regulations. Continuously evaluate the effectiveness of recruiting methods and seeks opportunities to improve on the process. Administer the applicant tracking system for tracking of recruitment information.
  • Participate in managing workers' compensation claims in progress, including ensuring the quality of treatment by medical providers, and monitoring performance of the third party administrator; assisting with the investigation of questionable cases; assisting with return-to-work and ADA compliance programs; and answering questions and educating employees regarding workers compensation provisions.
  • Conduct classification reviews of exiting positions and requests for addition of new positions; recommend classification and/or salary allocation for existing or new positions; develop or revise class specifications including selection criteria, based upon job analysis and audits; conduct salary surveys and statistical analysis; and conduct special studies and prepare comprehensive technical reports.
  • Assist in administering employee benefits programs and provides assistance and information to employees and others concerning group health and welfare benefits, disability and retirement programs, or liability and insured property protection programs.
  • Compose and edit a variety of training-related correspondence and memoranda independently or from oral/written instructions; prepare and assemble materials and handouts for training classes; organize and maintain training procedure manuals, leader's guides and visual materials; collect and summarize participant evaluation statistics/comments on training classes and enters data into computer programs. Assist with analysis of training needs through surveys, interviews with employees, focus groups or consultation with instructors or vendors.
  • Provide logistical coordination and organize agency-wide meetings, special events, and trainings, including scheduling, room set up, and training materials; organize and plan orientation and training for new and existing employees.
  • Monitor budget expenditures; record and track department contracts, ensure monetary value does not exceed the contract; enter purchase requisitions into the purchasing software system and perform procurement duties.
  • Maintain files and records, provide information, track reimbursements and approve activity of the agency-wide educational reimbursement program; market program to employees.
  • Coordinate travel, orders supplies, duplicates materials, and maintain an interrelated filing system.
  • Conduct research to recognize emerging trends in HR and identify ways to creatively apply this knowledge at the agency. Use metrics to demonstrate the economic value of HR and analyze cost effectiveness of various practices HR proposes or implements.
  • Update HR policies and procedures on an as-needed basis; communicate updates and process changes to assigned customer group and HR personnel; assist in the implementation.
  • Attend staff and management meetings of assigned customer group to maintain constant knowledge of operating needs and business strategies.
  • Develop or present a wide variety of employee development and recognition programs.
  • Administer the agency's public records request program, including coordinating and tracking responses, drafting responses and partnering with the legal department.
  • Maintain centralized databases, including HRIS system, organization chart system and other systems. Run system reports as needed by management and for measuring metrics.
  • Analyze and interpret State and Federal legislation and regulations regarding employment practices; make recommendations and implement changes; interpret personnel policies and procedures and advise City staff on correct interpretation. Conduct special research assignments, including gathering and analyzing data and preparing recommendations for consideration by management.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

Education and Experience

  • Bachelor's degree in Human Resources, Industrial Relations, Public Administration or related field.
  • A minimum of (2) years experience in human resources, office administration or related field.
  • A combination of training, education and/or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications. Advanced relevant coursework may also substitute for a portion of required experience.
  • A valid class C Driver's License with a satisfactory driving record of no more than three moving violations and no DUI's within the last three years.

Physical Requirements
  • Transition between standing, walking and sitting at varying lengths of time.

Working Conditions
Position requires work in a normal office environment with little exposure to excessive noise, dust, or temperature. Based on job duties, work may also be conducted in outdoor environments, at construction sites, railroad track and right-of-way environments, and warehouse environments, with possible exposure to individuals who are hostile or irate, moving mechanical parts, and loud noises (85+ decibels, such as trains, heavy trucks, construction, etc.).
